This office important circular no. C-182 dated 19.02.2018 may be treated as withdrawn. Further, pension papers shall be forwarded to this office not later than six months before the date of retirement of Government Servants in consonance with Rule 61 of CCS (Pension) Rules 1972.

2. In view of the above, you are also requested to issue suitable instructions (along with copy of this circular) to all the Head of Offices under your administrative control to ensure that pension papers on the subject matter henceforth are floated in accordance with instructions given in above Para.

Subject:- Simplification of pension payment procedure - Submission of certificates by retiring Armed Forces Personnel along with pension papers.

Reference:- Circular No. 546 dated 10.09.2015.

Reference is invited to para-3 of GoI, MoD letter NO. 3(1)/2015-D(Pen/Pol) dated 25.08.2015 under which it has been decided by the Government that the required undertaking /status of non re-employment /employment after retirement may be obtained by the Record Offices/Head of Offices from the retiring Defence Personnel along with other documents before his retirement.

2. The undertaking regarding recovery of overpayment, non re-employment/ employment certificate alongwith the Descriptive Roll of the retiring JCO/OR or family pensioner in case of death, shall be forwarded to the Pension Disbursing Agencies along with Pension Payment Order by the Record Office concerned following the laid down procedure. In case of pensioner drawing Pension from agencies other than bank viz Defence Pension Disbursing Office/Treasury Office etc. a copy of cancelled cheque obtained from retiring personnel shall also be forwarded by the Record Office along with Pension Payment Order to the Pension Disbursing Agencies to ensure payment of pension into the pensioners’ account.

3. Of late, it has been brought to the notice of competent authority by the banking authorities that required undertaking regarding recovery of overpayment/ non re-employment/employment certificates are not being forwarded to the banks/ PDAs along with Descriptive Roll & PPO for payment of first pension as stated above, resulting in undue delay in first payment of pensionary award.

4. Therefore, it is advised that, to ensure the prompt and timely payment of pension, required undertaking regarding recovery of overpayment and non re­employment/employment certificates after retirement along with Descriptive Roll and PPO may be forwarded to Banks/PDAs for payment of first pension. Specimen copy of undertaking regarding recovery of overpayment & non re-employment/employment certificates are enclosed for reference.

Sub: Payment of dearness relief to re-employed pensioners and employed family pensioners: Clarification thereof.
Ref: This office Circular No. 166 dated 07/03/2013, Circular No. 173 dated 07/04/2014 and Circular No. 179 dated 12/05/2015.

Provisions for payment of dearness relief to re-employed pensioners and employed family pensioners is laid down in Ministry of Personnel, Public Grievances & Pensions (Deptt. of Pension & Pensioners Welfare) OM No. 45/73/97-P&PW(G) dated 02/07/1999 issued under this office Important Circular No. 07 dated 13/08/1999. As per the ibid OM, before 18/07/1997, in terms of the existing orders, Dearness Relief to pensioners and family pensioners is to remain suspended during the period a pensioner/family pensioner is re-employed/employed under the Central or State Govt. or in a Statutory Corporation/Company/Body/Bank under them in India or abroad. The above facts are also applicable to the pensioners and family pensioners permanently absorbed in Statutory Corporation/Company/Body/Bank under the Central or State Government.

2. Representations from various agencies as well as pensioners/family pensioners including Pension Disbursing Agencies are being received for clarification on Payment of dearness relief to re-employed pensioners and employed family pensioners. The matter has been examined in this office and following points are clarified.

3. However, w.e.f. 18/07/1997, it has been decided by the Govt that: (i) In so far as re-employed pensioners are concerned, the entire pension admissible is to be ignored at present only in the case of those civilian pensioners who held post below Group 'A' and those ex-servicemen who held post below the ranks of Commissioned Officers at the time of their retirement. Their pay, on re-employment, is to be fixed at the minimum of the pay scale of the post in which they are re-employed. Such pensioners will consequently be entitled to Dearness Relief on their pension. (A) For this purpose, the Central Government Departments concerned, including subordinate organizations. State Government, Corporation/Company/Body/Bank etc. employing a Central Government pensioner shall be required to issue of certificate indicating the following:
(a) The re-employed pensioner retired from a civil or military post in the Central Government and was holding a post not included in classified as group 'A' or a post below the rank of commissioned officer in the armed forces;
(b) The entire amount of pension sanctioned by the Central Government was ignored in fixation of the pay on re-employment i.e. no part of the pension was taken into account in such fixation of pay in the pay scale of the post in which the Central government retired/retiree was re-employed/absorbed; and
(c) The pay of the re-employed/absorbee was/is fixed at the minimum of the pay scale of the post in which he had/has been initially re-employed after his retirement from the Central Government.
(d) If the pay fixed at a higher stage because of advance increments and no protection of the last pay drawn is being given.
(B) In the cases where PBOR (below Commissioned Officer) retired before attaining the age of 55 years and re-employed thereafter and their pay fixed at a higher stage because of advance increments and no protection of the last pay drawn were given, the pay should be treated as fixed at a minimum for the purpose of ignoring the entire pension and allowing Dearness Relief on pension. For benefit of advance increments, the policy for the same should exist in the re-employing department and a copy of such policy matter should be enclosed with the required certificate. But, after granting benefit of advance increments, the last pay drawn by the pensioner is protected, the pensioner in such case will not be entitled for dearness relief on pension.

Subject : Restoration of pension in respect of Defence Service Personnel who had drawn lump sum payment on absorption in Public Sector Undertakings/ Autonomous Bodies-delinking of qualifying service of 33 years for revised pension with effect from 01.01.2006.
Reference:- This office Circular No. 568 dated 13.10.2016 and Circular No. 592 dated 05.12.2017.

A Copy of Govt. of India, Ministry of Defence, Deptt of ESW letter No. 1(04)/2007/D(Pen/Pol) dated 20.06.2018 on the above subject, which is self explanatory, is forwarded herewith for your information, guidance and necessary action.

2. In terms of GoI, MoD letter No. 1(2)/2016-D(Pen/Pol) dated 30.09.2016, revised consolidated pension and family pension of pre-2006 Armed Forces pensioners w.e.f. 1.1.2006 shall not be lower than 50 % and 30% respectively of the minimum of the pay in the pay band plus grade pay corresponding to the pre-revised scale from which the pensioner had retired/ discharged/ invalided out/ died including Military Service Pay and "X" Group pay, if any, without pro rata reduction of pension even if they had rendered qualifying service of less than 33 years at the time of retirement.

3. Now it has been decided by the Government that while determining the revised pension of above said category of absorbe pensioners/family pensioners with effect from 1.1.2006, the pension/ family pension shall also be revised in accordance with the provisions contained in the GoI, MoD letter No. 1(2)/2016-D(Pen/Pol) dated 30.09.2016 referred above.

4. The pension in terms of this order will be revised by the respective Pension Sanctioning Authorities Suo-moto by issuing Corrigendum PPOs in all affected cases. No application in this regard shall be called for either from the pensioners or from the PDAs concerned. Further, PDAs would also brought into notice of PSAs, such left out cases, if any, for revision of pension.

5. All other terms and conditions shall remain unchanged.

Subject : Payment of enhanced Monetary Allowances attached to pre and post independence Gallantry Awards.

Consequent upon issue of letters bearing No. 7(62)/20014-D (AG) dated 4th Dec, 2017 by Govt. of India, Ministry of Defence(reproduced as Annexure 'A' and 'B' respectively to this circular), the rates of Pre- Independence Gallantry Awards and Post-Independence Gallantry Awards have been revised w.e.f. 01st August, 2017.

2. The revised rate of monetary allowance attached with Gallantry Awards may please be paid to all recipients at revised rate, irrespective of rank and income.
3. The terms and condition for payment of monetary allowance on the authority of Pension Payment Order (PPO) notified by this office in above categories of cases is stated in brief in following Paras
i. The allowance will be admissible to the recipient of the award and on his death to his widow lawfully married by a valid ceremony. The widow will continue to receive the allowance until her death. Ordinarily, the widow who was first married shall receive the allowance, but with the special sanction of the Government, the allowance may be divided equally between the lawfully married widows of recipients.

ii. When the award has been made posthumously to a bachelor, the monetary allowance shall be paid to his father or mother, and in case the posthumous awardee was a widower, the allowance shall be paid to his son below 18 years or unmarried daughter as the case may be.

iii. Each bar to the decoration will carry the same amount of monetary allowance as admissible to the original award.

iv. The monthly monetary allowance will be paid in respect of all gallantry awards received by an individual.

v. The monetary allowance will not be taken into account for computing dearness relief.

It is requested that a copy of these orders / instructions may be provided to all Paying Branches/ Treasuries under your jurisdiction for making payment of the monetary allowance at the enhanced rate.

Subject: Implementation of Govt. decision on the recommendations of the Seventh Central Pay Commission in respect of the Post-01.01.2016 retired Armed Forces Pensioners/ Family Pensioners : Reg. New PPO Series.

Office of the PCDA (Pension) Allahabad was in the process to implement e-PPO's for all categories of pensioners. In the first phase, corrigendum PPOs to revise pension of Pre- 2016 defence civilian pensioners have been issued through e-PPOs. Various PDAs have already revised pension of such pensioners. A new PPO series was introduced for these corrigendum PPOs which contained 12 digits with PPO suffix of 4 digits. For this purpose, only electronic PPOs (e-PPO) were generated which were digitally signed. No physical PPO was printed and sent to any agency. These new PPO (e-PPO) also contained a QR code wherein all important data was embedded. This QR code could be used by PDA's to capture the data.

2. Now, it has been decided to discontinue issue of physical PPOs in respect of ICOs and JCOs/ORs of Indian Army w.e.f. October, 2017. In other words, in respect of fresh retirees of Indian Army (retiring or being discharged) from the month of October, 2017, only e-PPO will be issued with following features
(a) These documents will be digitally signed.
(b) These PPOs will contain 16 digits to identify the PPO (12 digits PPO No. and 4 digits as PPO suffix).
(c) They will contain a QR code where data of various fields will be embedded.
3. These e-PPOs will be sent to the banks through SFTP connectivity which this office has established with various banks. Other banks, with whom there is no SFTP connectivity, are advised to immediately take necessary measures to establish the same. In the interim period till the time they establish SFTP connectivity, PPOs will be sent through email id pcdapedp.cgda@nic.in . Similarly, these PPOs will be sent to DPDOs through the CGDA WAN. Other PDAs such as Director of all State Treasuries; IE Kathmandu, Nepal; Post Office, Kathua; PAO, Delhi etc are requested to kindly immediately provide an email ID of .nic or any other domain under control of government for this purpose. Regarding submission of e-Scroll, PDAs are requested to refer to para 6 of this office Circular No. C- 169 dated 11.07.2017. All PDAs are requested to strictly follow the procedure prescribed therein.

4. The procedure of forwarding the e-PPOs will be as under:
(a) For JCOs/ORs: A copy of e-PPOs, duly digitally signed, will be sent electronically to Record Offices (ROs). The concerned RO, after scrutinising and checking the e-PPO, is requested to forward a hard copy of the e-PPO (after printing from the PDF file) along with Descriptive Roll of the pensioner to PDA concerned. ROs are also requested to kindly provide a copy of the e-PPO to the Armed Forces Pensioners/ Family Pensioners for their record either as hard copy or through e-mail as deemed fit. If any discrepancy is observed by the RO in e-PPO or death occurs before the date of retirement/discharge, then this fact may be immediately brought to the notice of PSA for remedial measures. PDAs are advised to affect payment based on e-PPO after confirmation from Record Office concerned in the form of receipt of hard copy of e-PPO and Descriptive Roll.

(b) For Commissioned Officers: A copy of e-PPOs, duly digitally signed, will be sent electronically to Army HQ. In order to have enhanced security in the process, the Army HQ after scrutinising and checking the e-PPO, is requested to forward a hard copy of the e-PPO (after printing from the PDF file) to the PDA concerned. The Army HQ is also requested to kindly provide a copy of the e-PPO to the Armed Forces Pensioners/ Family Pensioners for their record either as hard copy or through e-mail as deemed fit. If any discrepancy is observed by the Army HQ in e-PPO or death occurs before the date of retirement, then this fact may be immediately brought to the notice of PSA for remedial measures. PDAs may commence the payment of pension on basis of e-PPO and Descriptive Roll from this office and hard copy of e-PPO received through Army HQ.
One copy of the e-PPO will also be sent to the PCDA(O) , Pune in respect of all Commissioned Officers. PCDA(O), Pune is requested to check all entries printed in the e- PPO with reference to the LPC-Cum-Datasheet forwarded by them. In case any discrepancy is noticed, the same should be immediately brought into the notice of this office.

5. Process of verification of e-PPOs; PDAs shall take the following steps:
(a) On receipt of e-PPOs though the medium specified above, PDAs shall verify the genuineness of the digital signature affixed on the e-PPO.
(b) Name of authorised signatories who have been provided digital signature through e- Mudra by this office for signing of e-PPO digitally will be made available on website of PCDA(P) Allahabad at URL www.pcdapension.nic.in. All PDAs are requested to refer to the website of this office and check the name of such authorised signatories for the purpose of digital signature on e-PPO accordingly in order to ensure that no PPO with unauthorised signature is acted upon.

(c) PDAs shall wait for the confirmation from the Army HQ / Record Office as the case may be, before releasing the first payment and starting pension payment monthly.

(d) It shall also be confirmed by the PDA that the payment is not being released again in respect of same PPO number (including the PPO suffix of 4 digits) to the pensioner inter-alia due to duplicate receipt of e-PPO. In such a scenario, the PDA will inform the PSA that the event of duplicate transmission of the given PPO has been detected and no action on such e-PPOs except the first one has been taken. 6. Pension certificate issued by this office in respect of JCOs/ORs is discontinued with immediate effect.
7. The PPO series circulated by this office Circular No. 571 dated 19.12.2016 in case of JCO/ORs and Circular No. 27 dated 24.11.2016 in case of ICOs stand withdrawn with immediate effect except for those PPO's which pertain to blocks of manual PPO's. Also, PPO series for Defence Civilians which have been circulated by this office will continue to be in force till e-PPOs are started in respect of Defence Civilians by this office.

8. The change statement regarding addition or deletion of pensioners on the strength of the Pension Disbursing Authorities may be forwarded to this office in Annexure "E" to this office Circular No. 189 dated 28.02.2017 in CSV format to e-mail ID pcdap- account.cgda@nic.in . A hard copy of this change statement may also be forwarded to Shri K K Pant, SAO, O I/C Audit Section, Office of the Principal CDA (P), Allahabad-211014 in usual manner in terms of Para 17 of Annexure 'H' to Scheme for payment of pension of Defence Pensioners by Public Sector Banks and para 126 of Defence Pension Payment Instructions (DPPI) -2013.

9. Separate communication will be issued by office of PCDA(Navy) Mumbai and Office of CDA(AF) New Delhi regarding implementation of e-PPO in respect of Pensioners of Indian Navy and Indian Air Force respectively.

(ii) This office Section order No. 01 dated 14.01.2008,

The methodology to workout restoration of pension was issued for those Defence pensioners who had drawn lump sum payment on absorption in Public Sector Undertakings/Autonomous Bodies vide Ministry of Defence letter No.1(4)/2007-D(Pen/Policy) dated 04.12.2007.

In compliance of Hon'ble Supreme Court order dated 01.09.2016 in Civil Appeal No. 6048/2010, GOI, Ministry of Personnel, Public Grievances & Pensioners, Deptt. of P & PW vide their OM F.No. 4/34/2002-P&PW(D)-Vol.-II dated 23.06.2017 read with OM of same no. dated 21.07.2017, have decided to extend the benefit of ibid orders of Hon'ble Supreme Court to all such absorbee pensioners who had taken 100% lump sum amount and in whose case 1/3rd pension had been restored after 15 years, by restoring their full pension after expiry of commutation period of 15 years from the dated of payment of 100% lump sum amount.

The above matter has been considered by the GOI, MOD Dept. of Ex- servicemen Welfare and it has been decided that the provisions of GOI, Ministry of Personnel, Public Grievances & Pensions, Deptt. of P & PW vide their OM F.No. 4/34/2002-P&PW(D)-Vol.-II dated 23.06.2017 shall also apply mutatis mutandis to all Armed Forces pensioner absorbed in PSUs/Autonomous bodies.The pension in terms of these orders shall be revised by respective PSAs suo-moto by issuing corrigendum PPOs in all affected cases. Subject: Restoration of full pension in respect of Defence Service Personnel who had drawn lump sum payment on absorption in Public Sector Undertakings / Autonomous Bodies.

Sir,
The undersigned is directed to refer to this Ministry's letter no. 1(4)/2007-D(Pen/Policy) dated 4.12.2007 under which revised methodology to workout restoration of pension was issued for those Defence pensioners who had drawn lump sum payment on absorption in Public Sector Undertaking/Autonomous Bodies. The restored pension as well as full amount of pension was further revised with effect from 01.01.2006 in terms of this Ministry's letter No. 1(4)/2007- D(Pension/Policy) dated 21.08.2009 as amended vide letter No. 1(4)12007-D(Pen/Policy) dated 09.02.2011, letter No. 1(1)/2014- D(Pen/Policy) dated 16.10.2014. As per these orders, payment of dearness relief and additional pension to old pensioners is regulated on the basis of the notional full revised pension.

2.In compliance of Hon'ble Supreme Court Order dated 01 09.2016 in Civil Appeal No. 6048/2010 and Civil Appeal No. 6371/2010, Govt. of India, Ministry of Personnel, Public Grievances & Pensions, Department of Pension & Pensioners Welfare vide their OM F.No. 4/34/2002- P&PW(D)-Vol II. dated 23.6.2017 read with OM of same No dated 21.07.2017, have decided to extend the benefit of ibid orders of Hon'ble Supreme Court to all such absorbee pensioners who had taken 100% lump sum amount and in whose case 1/3rd pension had been restored after 15 years, by restoring their full pension after expiry of commutation period of 15 years from the date of payment of 100% lump sum amount.

3.Matter has been considered and it has been decided that the provisions of Govt. of India, Ministry of Personnel, Public Grievances & Pensions, Department of Pension & Pensioners Welfare OM F.No. 4134/2002-P&PW(D)-Vol. II dated 23.6.2017, shall also apply mutatis mutandis to all Armed Forces pensioner absorbed in PSUs/ Autonomous bodies. Other terms and conditions prescribed vide this Ministry’s letters issued from time to time which are not affected by the provisions of this letter, shall remain unchanged.

4.The Armed Forces PSU absorbees whose full pension is restored in terms of the above instructions would also be entitled for revision of their pension in accordance with the instructions issued from time to in implementation of the recommendations of the Pay Commissions, including 7th Central Pay Commission.

5.The pension in terms of these orders shall be revised by respective Pension Sanctioning Agencies suo-moto by issuing Corrigendum PPOs in all affected cases. No allocation in this regard shall be called for either from the pensioners or from the PDAs concerned.

6.This issues with the concurrence of the Finance Division of this Ministry vide their ID No. 31(8)/9/Fin/Pen dated 07.09.2017.

1. Consequent upon implementation of 7th Pay Commission Orders, Maj Generals promoted after 01/01/2016 are drawing more pay than the officers in the same Corps, who were promoted as Maj Generals prior to 01/01/2016. Hence stepping up of pay of Maj Generals promoted prior to 01/01/2016 has been carried out, at par with the pay from the date of promotion of Maj General of that Corps, promoted after 01/01/2016 based on seniority list received from ADGPS . Subsequent increments have been granted thereafter and the pay also revised on promotion to the rank of Lt General, wherever applicable.

2 (a) Consequent upon implementation of 7th Pay Commission Orders, Lt Generals (HAG) promoted after 01/01/2016 are drawing more pay than the Lt Generals (HAG), in same Corps, promoted before 01/01/2016. The case are under examination for stepping up of pay of Lt Generals (HAG) promoted before 01/01/2016, at par with pay from the date of promotion of Lt Generals (HAG), in that Corps, promoted after 01/01/2016.

2 (b)(i) Pay revision in Approx 31 such cases is under progress and will be found adjusted in 09/2017 Pay Account.

2 (b) (ii) In 36 cases of Lt General drawing pay in HAG & HAG(+) scale are under examination and those cases not covered under the provisions of SRO 12 (E) dated 03.05.17 regarding stepping up of Pay, will be taken to CGDA office and IHQ of MoD (Army) / Ministry of Defence for clarification.

2(b) (iii) In 19 cases, where General officers are holding appointment of Army Commanders as on 01/01/2016 drawing maximum pay of Rs.2,25,000/- will not involve any stepping up of pay since there is no pay anomaly.

I.TEMP DUTY CLAIMS:

1     Hotel bills without Regn No, TIN No, VAT No etc.
2     Package Hotel bills are submitted showing combined amount of Room-rent & Food charges. As per extant orders, bifurcation is audit requirement for admittance.
3     Non-drawl of Ration certificate is not found if ration not drawn
4     Mess/Hotel bill as well as DA is claimed which unnecessarily leads to disallowance in claims
5     NAC for stay in Hotel is obtained at the fag end of the duty without following the principle of preferring Govt Guest houses, Mess, Circuit houses etc
6     Nominal Roll for detailment of course/duty indicating name of officer not attached
7     Advance drawn is not indicated/deducted by the officer on submission of Adjustment claim
8     Detention certificate is silent about the provision of free boarding & lodging   
9     e-tickets if booked through Defence Travel System PCDA Travels Portal, airfare is neither claimed nor deducted as advance by the officer, As per accounting procedure and audit requirement airfare needs to be added in the claim as well as deducted as advance of TA by the officer in the claim.
10     Ink-signed copy of Min of Civ Avn relaxation sanction is not enclosed   
11     RMA is claimed with the sanction under Rule 47 (iii) TR instead of sanction under Rule 40 Note 2 TR issued by the Competent Authority
12     Air-tickets are purchased from unauthorised private travel agents/portals instead of concerned airlines website or M/s Balmer Lawrie & CO and M/s Ashok Tours & Travels.


I. PMT DUTY:

1     Posting order and movement order is not enclosed, instead intranet/internet copy is enclosed, which is not acceptable in audit as mov auth
2     Car/ motorcycle/ scooter Regn Certificate book/ copy is not enclosed leading to disallowance of conveyance charges
3     Allotment of Govt built accommodation letter at new duty station is not enclosed in support of claim for full baggage & conveyance increasing all round correspondence and delay
4     Lien on conveyance of family, personal effects and personal vehicle sanction from the competent auth is not enclosed even  if the stipulated lien period is over and conveyed after that period. Hence, sanction to that effect is an audit requirement to admit the conveyance charges.
5     Family details are not mentioned in the claims
6     Ink-signed copy of Min of Civ Avn/ Ministry of Defence(Finance) relaxation sanction is not enclosed
7     RMA charges for local journey to station/ airports and Daily Allowance for expenditure during transit/ journey is claimed; the same is subsumed in Composite Transfer Grant w.e.f. 09/09/2008
8     Distance for cartage at both new and old duty stations is not mentioned claiming random amounts
9     Air-tickets are purchased from unauthorised private travel agents/ portals instead of concerned airlines website or M/s Balmer Lawrie & CO and M/s Ashok Tours & Travels

III. LTC Claims

1. Officers prefer LTC claims for journey by unauthorised modes viz own car, private buses/ own arrangement, which is not admissible.

2. Air-tickets are purchased for fare-basis other than LTC-80, which is on the higher side of entitlement of LTC-80 fare

3. DO II to the effect of change of Home Town is not published

4. Lack of knowledge of LTC Block-year. Block-year starts with odd year.

5. Boarding passes are not enclosed with the claims

6. Local journey charges for visiting local site of the station are claimed. LTC is admissible on Station to Station basis.

7. LTC for parents is claimed for Clause of LTC in lieu of Home Town

8. LTC on Sick Leave Concession is not clearly mentioned

9. Air-tickets are purchased from unauthorised private travel agents/portals instead of concerned airlines website or M/s Balmer Lawrie & CO and M/s Ashok Tours & Travels.

10. Ink-signed copy of Min of Civ Avn relaxation sanction is not enclosed

11. Non–availability of Air-ticket is quoted as reason for travel by Private Airline

Sub: Recording of PPO Number in the Bank Pass Book of Defence pensioner/family pensioner

Ministry of Finance has been receiving various applications from Central Civil Pensioners/Family Pensioners and Registered Welfare Organisations related to pension problems like how to get duplicate PPO in case of missing of original PPO, commencement of family pension to spouse or dependent children after the death of pensioner, transfer of pension account from one bank/branch to another bank/branch. However, complaints are not attended immediately by banks in absence of PPO numbers in bank pass books. To obviate this situation, Ministry of Finance, Department of Expenditure, Central Pension Accounting Office vide OM No. CPAO / Tech / Clarification / P&PW I 2014-15/426-497 dt. 17.09.2014 advised the Heads of all CPPCs and Government

Business Departments to instruct all their bank branches dealing with pension payments to record the PPO numbers in all the pass book of the pensioners/family pensioner issued by them.

However, there was no mention about applicability of above instruction to defence pensioners/family pensioners. Therefore, a clarification in this regard was sought from the Ministry, who has now advised, vide F.No. 7/124/2014-BOA dt. 23rd Aug 2016 to the CEOs of all PSBs to ensure recording of PPO numbers in the bank pass books of Defence pensioner/family pensioners.


It is therefore requested to issue suitable instructions to all your bank branches dealing with pension payments to record the PPO numbers in the bank pass books of Defence Pensioners/family pensioners (including Defence Civilian Pensioners/family pensioners).
