Subject: Appointment of officers working in the Ministries/ Departments under CSS/ Non-CSS posts to National Institution for Transforming India (NITI) Aayog under Central Staffing Scheme on lateral shift basis.

Sir/ Madam,
This is regarding filling up the posts of Deputy Secretary/ Director level in the National Institution for Transforming India (NITI) Aayog under the Central Staffing Scheme on lateral shift basis. The applications were invited for the post vide circular of even number dated 26.12.2018(copy enclosed).
It has been decided to extend the last date for submission of application till 16.10.2019.

This may be brought to the notice of all concerned and the application(s) of the eligible candidate(s) may please be forwarded accordingly.

The officers who are working at DS/ Director level n different Ministries/ Departments under the Central Staffing Scheme/Non Central Staffing Scheme/ex-cadre posts will be eligible to apply for these posts. If the officer is selected for the post, it will be treated as a lateral shift'. which would entail additional tenure of three years as per the special dispensation allowed For appointment in NITI Aayog that permits total deputation tenure up to 8 years on shift in NITI Secretariat or vice versa. The +3 option would be available only to those officers who are already working on a CSS/Non-CSS post/ex-cadre post at the centre. The additional tenure is subject to completion of two years on the present stint on the deputation post and availability of cadre clearance. In the absence of cadre clearance (for +3 tenure), the tenure will be restricted to the balance period of four/five years central deputation tenure.

The post may be circulated amongst tile officers working on deputation at Deputy Secretary / Director or equivalent level on Central Staffing Scheme/ Non Central Staffing Scheme/ ex-cadre posts in the Government of India on priority basis. Names of the willing and eligible officers who can be spared by the Ministries/ Departments may be forwarded to this Department along with the approval of the Minister-in-Charge, cadre clearance (for +3 tenure vigilance clearance, detailed bio-data in the enclosed proforma and attested copies of ACR (s).

The undersigned is directed to say that 10(ten) posts of Assistant(Excluded) in Level-7 of the Pay Matrix (Rs. 44,900- 1,42,400/-) is proposed to be filled up on deputation basis in the Ministry of Defence (Secretariat) initially for a minimum period of three years, from amongst the following:-
  • Assistant Section Officers (erstwhile Assistant) of the Central Secretariat Service (CSS) in Level-7 of the Pay Matrix (Rs. 44,900- 1,42,400/-), or

  • Auditors of the Defence Accounts Department in Level-5 of the Pay Matrix (Rs. 29,200- 92,300/-) with six years regular service in the grade;
2. In addition to the above, it may be noted that the period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation/ Department of the Central Government shall ordinarily not exceed three years. The maximum age limit for appointment by deputation shall not exceed fifty six years as on the closing date of receipt of applications.

3. Applications in the attached proforma (Annexure-I) from willing and eligible officials and whose services can be spared, may be forwarded by the Employer/ Cadre Controlling Authority with duly filled-in certificate (Annexure-II) to this office within 45 days from the date of publication of the advertisement in Employment News along with attested photocopies of up-to-date APAR dossiers for the last five years. Sub: One Week In-service Training (IST) programme for Officers of All India Service (IAS, IPS & IFoS), officers working under the Central Staffing Scheme, officers of Central Secretariat Service (CSS) and officers of Central Secretariat Stenographer Service (CSSS) (DS/Sr. PPS and above level): Inviting proposals from Institutions for In-Service Training during 2019-20.

Sir/Madam,
The Training Division of the Department of Personnel and Training is the nodal agency for training of government functionaries and is primarily responsible for formulating policies with regard to training -. With the objective of addressing competency gaps of government employees, the Division also directly implements certain training components. Under One Week In-Service Training (1ST) Scheme, officers of All India Services (lAS, IPS & IFoS), officers working under Central Staffing Scheme and officers of CSS/CSSS (DS/Sr. PPS and above level) are offered one week training programmes at various reputed institutes in India.

This letter is to invite proposals from the interested institutes for conducting one week in service training programme for 2019-20 in diverse and broad thematic areas, such as, Administrative Law, Agricultural & Rural Development, Climate Change (preparedness), Competition Law (policy formulation), Corruption (eradication strategy), Education (reforms & challenges), E-governance (opportunities & challenges), Environment & Natural Resource (management), Environmental Impact Assessment (development projects), Ethics (Public Governance and Administration), Financial Markets (regulation), Fiscal Policy (Macroeconomic Management), Governance (IT management and improving through accountability), Infrastructure (Finance), Innovations (public service), Land Acquisition (rehabilitation & resettlement), Leadership, Participatory Management (Community Mobilization), PPP (negotiating strategies and urban development), Procurement (procedure & contracting), Project Analysis/Appraisal (risk analysis/management), Public Policy (management/governance), Quantitative Methods (management), Service Delivery (management), Social Policy (Governance), Social Sector (financing/marketing), Urban Development, WTO (basic/advance course), Citizen Centric, Cyber Crime, Stress Management, etc.

The proposal should include:

(a) A brief about the institute, infrastructure, faculty, core competence, and previous experience in conducting such programmes;
(b) Thematic focus of the course and the course title;
(c) Two suitable dates for each course between July 2019 to February 2020 as in April & May 2019 and March 2020 courses are not scheduled in view of Budget Session of the Parliament;
(d) Names and CV of the faculty members who would be imparting the training;
(e) How will the training be relevant to government servants and help them discharge their duties more effectively;
(f) Specific skills proposed to be instilled in the participants with regard to governance and administrative/technical skills;
(g) Name and CV of proposed Course Coordinator along with contact details;
(h) Draft programme design, content and pedagogy, draft time table-starting on Monday and closing on Friday;
(i) A paragraph on how the proposed course will be different from those offered by competing institutions;
(j) One page flyers with regard to programs the institute proposes to conduct for the academic year 2019-20 for the information of potential participants;
(k) Allocation of one day of the 1ST programs for field visit to important organizations or public sector bodies so as to give greater exposure to the government officers to policy implementation and ground level working;
(l) Feedback received from participants

Formal proposal may be sent to this Department before May 6, 2019.

Subject: Intimation of vacancies in Under Secretary Grade of CSS

The undersigned is directed to refer to this Departments' O.M. of even number dated 04.02.2019 whereby transfer order of 143 Under Secretaries (adhoc) who were initially promoted on "as is where is basis" was issued. So far around 23 officers have not reported to their respective Ministries/Departments where they were ordered to be posted.

2. Meanwhile, preparation is under way for the next round of adhoc promotions in Under Secretary grade. For this, this Department is required to assess the vacancies. Few Ministries/Departments have been reporting vacancies taking into account the current vacancies as well as the vacancies against which Under Secretaries have not reported for duty so far as mentioned in para 1 above. It is clarified that this Department has not cancelled the transfer order of any officers who are yet to join their respective Ministries/ Departments. Therefore, the vacancies remaining unfilled in Ministries/ Departments due to non joining of these officers cannot be filled up by a new incumbent. Simultaneously, the Ministries/Departments from where the officers are yet to be relieved may not adjust them against any subsequent vacancies which have now arisen.

3. All the Ministries/ Departments are requested to account for only those vacancies which have occurred in Under Secretary Grade after 04.02.2019 due to promotion to next higher grade, deputation, retirement etc. and intimate the same to this Department to enable us to fill them up in the fresh exercise of promotion.

Dear Sir/Madam,

All the Group 'A' officers of CSS/CSSS cadre are required to submit their annual Immovable Property Returns (IPRs) of the previous year, latest by 31st January of the current year, as per Rule 18 of CCS (Conduct) Rules, 1964. Accordingly IPR-2017 as on 31.12.2017 is due to be filed latest by 31.01.2018.

2. In this context, CS Division vide their OM No. 26/01/2017-CS.I(PR/CMS) dated 21.12.2017 and 22.12.2017 has requested to all the CSS/CSSS Officers to file the Immovable Property Return (IPR) for the year 2017 (as on 31.12.2017) well in time, latest by 31.01.2018, through Web Based Cadre Management System only.

3. It may please be noted that Vigilance Clearance to Group 'A' Officers of CSS/CSSS cadre for the purpose of (a) empanelment; (b) any deputation for which Vigilance Clearance is sought; (c) appointment to the post of sensitive post, assignments to training programmes (except mandatory training), is examined as per the guidelines contained in DOP&T OM No 11012/11/2007-Estt.A dated 27.09.2011. As per the guidelines, non submission of IPR-2017, as on 31.12.2017 latest by 31.01.2018 would invite denial of Vigilance Clearance to the Group 'A' Officers of CSS/CSSS cadre, during the year 2018.

4. In view of the above, I would be grateful if necessary instruction in this regard is immediately issued to all Group 'A' Officers of CSS/CSSS cadre in your jurisdiction.

Subject:- Implementation of the recommendations of 7th Central Pay Commission: Discontinuation of Central Secretariat (Deputation on Tenure) Allowance to officers of Organized Group 'A' Services on their appointment as Under Secretary, Deputy Secretary and Director in the Central Secretariat under the Central Staffing Scheme.

This Department's OM No. 2/22(A)/2008-Estt(Pay-II) dated 3rd September 2008 provided for rates of Central Secretariat (Deputation on Tenure) Allowance to officers of Organized Group 'A' Services on their appointment as Under Secretary, Deputy Secretary and Director in the Central Secretariat under the Central Staffing Scheme.

2. As provided in para 7 of Ministry of Finance (Department of Expenditure)'s Resolution No.1-2/2016-IC dated 25th July, 2016, the matter regarding allowances (except Dearness Allowance) based on the recommendations of the 7th Central Pay Commission (CPC) was referred to a Committee under the Chairmanship of Finance Secretary and until a final decision thereon, all allowances have been paid at the existing rates in the existing pay structure .

3. The decision of the Government on various allowances based on the recommendations of the 7th CPC and in the light of the recommendations of the Committee under the Chairmanship of the Finance Secretary, has since been issued as per the Resolution No.11-1/2016-IC dated 6th July 2017 of Department of Expenditure.

4. D/o Expenditure's OM No.29/ 1/2017-E.II(B) dated 11.07.2017 also provided that disbursement of all existing allowances which have not been specifically recommended for continuation in terms of the Resolution dated 6th July,2017 shall be discontinued from the salary of the month of Jul,2017.
5. In view of D/o Expenditure's OM No.29/1/2017-E.II(B) dated 11.07.2017, Central Secretariat (Deputation on Tenure) Allowance can not be paid without issue of a fresh O.M. All Ministries/ Departments may please take note for strict compliance.

Subject: Stepping up of pay of senior Assistants of CSS drawing less pay on promotion in the Section Officers Grade than their juniors - regarding.


Ref: OM No.18/2/2007-CS-l dated 20.05.2014 & 08.07.2014 and OM No.18/212014-CS.l(S) dated 27.12.20216.

Representations have been received from some CSS officers in whose case re-fixation and recovery orders have been issued by concerned Ministries/Departments in pursuance to DOPT OM dated 20.05.2014, requesting withdrawal of the OMs referred above.

2. It is once again clarified that OM No.5/16/80-CS.I dated 13.4.1988 was issued on acceptance of award by Board of Arbitration in CA Reference No.7 of 1984 which allowed stepping up of pay of an Assistant of CSS, who is senior by virtue of having been recruited through an earlier examination but is drawing less pay on promotion in the Grade of Section Officer than his junior recruited through a later examination, up to a level equal to the pay of such junior Section Officer in the same cadre i.e. senior DR Assistant to junior DR Assistant of later exam on their promotion as Section Officer. Vide OM No.5/21/92-CS.I dated 23.2.1994 this benefit of stepping up was extended to Section Officers appointed through Limited Departmental Competitive Examination (LDCE) (again applicable to DR Assistants only). OM No.5/1/96-CS.I dated 8.10.1996 further extended this benefit in case of promotee Assistants and also to the cases where both junior and senior have been recruited on the basis of the same Select List Assistants Grade Examination, as the case may be in accordance with judgements of CAT in OA No. 365/90 (Shri K.C. Sehgal VS UOI and CA No. 869/91 (Shri L.K. Chawla VS UOI), which were upheld by the Hon’ble Supreme Court.

3. That there are general guidelines of stepping up of pay issued by the Ministry of Finance vide OM No.F.2(78)-E.III(A) dated 0 .02.1966 and this Department vide OM dated 04.11.1993. One of the conditions of the general guidelines for allowing stepping up of pay to a senior govt. servant with reference to a junior is that the senior should have drawn more pay than the junior in the lower grade also.

4. However, certain clarifications were issued by CS-I Division, DoPT in 2007 and 2008 to individual Ministries/Departments, on references received from them, which were at variance with the general conditions of stepping up of pay i.e. stepping up of pay was allowed even if junior was drawing more pay than the senior in the lower grade i.e. in Assistant/Grade. Therefore, vide OM dated 29.5.2009, the clarification issued in 2007 & 2008 were withdrawn and Ministries/Departments were advised to strictly allow stepping up enforcing conditions laid down in OM dated 8.10.1996. Departments were also informed vide OM dated 21.05.2010 that as the matter was still under consideration, status-quo, as on date, might be maintained in the matter of stepping up of pay of Section Officers of CSS till the matter attains finality. Eventually, the matter attained finality and a consolidated OM as vetted by the Estt..(Pay) Division of this Department and Department of Expenditure was issued on 20.05.2014.

5. The Ministries/Departments were requested vide OM dated 20.05.14 that stepping up of pay already allowed in cases where the individuals are not covered by the OMs dated 13.04.1988, 23.02.1994 and 08.10.1996 and general conditions as laid down in OM dated 04.11.193, should be reviewed and pay re- fixed accordingly. That excess payments made to the employees in the cases of wrong stepping up of pay should be recovered in terms of DOP&T’s OM No.18/26/2011-Estt(Pay-l) dated 06.02.2014 and a compliance report in this regard furnished to this Department. It was further clarified vide OM dated 08.7.2014 that all the three OMs and general conditions of stepping up of pay are not exclusive of each other and the three OMs are to be read with and subject to the general conditions reiterated vide OM dated 4.11.1993, therefore, stepping up of pay is not to be allowed where junior was drawing more pay than the senior in the lower grade.

6. As regards, OA No.2884/2015 and similar OAs filed in this regard, it is observed that only applicants in these cases have been granted interim stay by the Learned CAT. That the said OAs have been filed by the applicants in the individual capacity. Thus in all those cases where stepping up of pay has been allowed, but where the benefited individuals were not covered by the OMs dated 13.4.88, 23.2.94 and 8.10.96 and the general conditions of stepping up of pay as laid down in the DOP&T's OM No. 4/7/92-Estt(Pay-1) dated 04.11.93, pay will have to be re-fixed and recovery of excess payment, if any, is to be made.

7. Therefore, vide reminder OM dated 27.12.16, the Ministries/Departments were requested to expedite the compliance reports as requested vide OM dated 20.05.2014 except in those cases where matter of recovery is subjudice/stayed by order of any competent court.

8. It may be mentioned that one of the similarly placed officers, in whose case orders for stepping up of pay with reference to a promotee assistant was issued but not implemented, had approached CA (PB) through OA No.1199/2014(H.C. Rai vs. UOI). The CAT vide its order dated 28.03.17 while dismissing the OA had categorically ruled that the stepping up of his pay was not in consonance with the provisions of OM dated 20.05.2014 i.e. OMs dated 13.4.88, 23.2.94 and 8.10.96.

9. With regards difficulty being faced by some Ministries/Departments in establishing links/chain of officers in refixation/recovery matters, it is hereby mentioned that many Ministries/Departments have already issued re-fixation orders establishing links by themselves as per the instructions issued by this Department.

10. All the Ministries/Departments are thus again requested to furnish the compliance reports in the prescribed proforma, latest by 15th November 2017.

The undersigned is directed to say that the Government had set up a Committee on Cadre Restructuring of Central Secretariat Service (CSS) in April 2013. The Committee submitted its Report in December 2013. The report of the Committee has been approved by Government.
2. Following decisions have been taken:
i) Creation of posts as under:

(a) 150 posts in the grade of Deputy Secretary in the Central Secretariat-75 posts each for Central Secretariat Service (CSS) and Central Staffing Scheme (CSt.S); As a one-time measure, 75 posts recommended for Central Staffing Scheme may also be filled by CSS officers and these posts would revert to CStS in tranches - 35 and 40 each in consecutive select list period i.e. from, 01.07.2017 to 30.06.2018 and from 01.07.2018 to 30.06.2019.


(b) 232 posts in the grade of Under Secretary in CSS on Desk pattern;


(c) 463 posts in the grade of Section Officer in CSS on Desk pattern.


(ii) These posts recommended to be created represent only a ceiling which is considered sufficient for the next 10 years and would actually be operationalized on receipt of proposals from Departments and on their examination by a Committee of Joint Secretaries of DoPT and Department of Expenditure.

(iii) The posts created at Section Officer and Under Secretary levels are to be operated on Desk Pattern. Operating the posts on Desk Pattern does not require conventional sections and much supporting staff.
3. All Ministries/ Departments viz., the cadre units of CSS are requested to send their requirements of the posts in the above mentioned grades with full justification and with the approval of the concerned Minister- in- Charge to this Department positively by 3rd October, 2017.

4. On receipt of the proposal from the Ministries/ Departments, the matter will be examined by the Committee comprising of Joint Secretaries of DoPT and Department of Expenditure. Based on the recommendation of the Committee, further action will be taken by this Department for the opertionalization / allocation of the posts amongst the Cadre Units.

5. To ensure timely action, the Cadre Units are requested to furnish the requisite information expeditiously and within the stipulated time frame.

You are aware that Government of India is implementing Centrally Sponsored Schemes (CSSs) within the framework of National Development Agenda set by Committee of Chief Ministers constituted by NITI Aayog, These schemes cater to pan Indian developmental requirements and are aimed at achieving comparable levels of development and welfare across the States and regions. To this end, it is essential to maintain uniformity in the core features and implementation process of the Schemes, It should be understood that Parliamentary approvals through budget provision and appropriation have been received for implementing the Schemes as per their core features.

2, Accordingly a set of guidelines is enclosed which may be suitably incorporated in the architecture of all the CSSs being implemented by your Ministry/Department to ensure proper adherence to the core features reflecting the all India character.

Guidelines to preserve the All India Character of Centrally Sponsored Schemes (CSS)

The specific name and details of each scheme receive Parliamentary approval through budget provision and the process of appropriation. Therefore, releases of funds for such schemes and their utilization must necessarily be strictly in accordance with the Parliamentary authorization.

(ii) For each CSS, a set of core features consisting of the target group, funding pattern and delivery mechanism apart from its name, logo and tag line may be made unalterable by the State Governments.

(iii) The existing guidelines of the Centrally Sponsored Schemes (CSS) should be examined and important elements identified which define the national character of the scheme. There should be strict directions against any change to these at local level. Names like National Mission or Prime Minister's programme should be used to reflect the all India character of CSS.

(iv) All Centrally Sponsored Schemes should make suitable provisions for:
(a) Media Campaign by the Central Ministries/Departments concerned .
(b) Development of common creatives that can be passed on to the States for implementation.
(c) Utilizing Doordarshan and All-India Radio for effective communication.
(d) Short messages could also be sent to beneficiaries for building a national
perspective.
(v) Programmes like the Mid-day Meal and Food Security implemented through 0/0 Food & PDS may be added to the list of programmes under the District Development Coordination and Monitoring Committee (DISHA) framework.

(vi) Workshops may be organized by the Administrative Ministries to highlight the national character and the role of Central Government in the implementation of these schemes.

(vii) Ministries may take up evaluation of the performance of the schemes by experts as deemed appropriate.

(viii) Branding of Schemes with a well-recognized logo and a tag line is an effective way to project their All-
India character. The guidelines should clearly specify the places where the logo should appear in the advertisements, display boards, written communications, etc.

(ix) All Ministries administering CSS may be required to maintain data bases of beneficiaries indexed with their Aadhaar Card and Mobile numbers.

(x) Ministries may establish appropriate mechanism for communication with the beneficiaries of the Centrally Sponsored Schemes.

(xi) Centrally Sponsored Schemes may be launched simultaneously in several States by dignitaries such as Union Ministers, Member of Parliament etc., to give high visibility and publicity to the Schemes for the information of the public at large.

(xii) Regular campaigns may be conducted involving the beneficiaries to educate them on the features and benefits of the schemes. Success stories may be given wide publicity to provide role models to prospective beneficiaries and implementing agencies.

DoP&T has been receiving many references from various Ministries/ Departments seeking clarification on the issue of grant of bunching to Assistant Section Officers of Central Secretariat Service in terms of Department of Expenditure's O.M. dated 07.09.16.

2. It has also been noticed that there have been divergent views on the matter that while some Ministries/ Departments have given the benefit on their own, some other Ministries/ Departments have sought clarifications on various issues they are facing while giving the benefit of bunching in terms of DoE's O.M. dated 07.09.16.

3. The matter has been taken up for further clarifications with Establishment Division/ Department of Expenditure briefly on the following issues:
i. While the Seventh Pay Commission had not prescribed different modes of pay fixation for Direct Recruit (DR) and Promotee ASOs, there have been two different modes of pay fixation for DR and Promotees prior to implementation of Seventh pay Commission. Due to differential methods of pay fixation, required differential of 3% is not calculable based on seniority alone as the other relevant facts of being DR/Promotee comes into play here.

ii. The manner of different pay fixation for DR ASO and promotee Assistants has been challenged in various court cases (viz. OA No.2147/2015, OA No. 150/2016, OA No.1015/2013 and OA No.476/2015 etc.)
4. It has already been decided to consult Department of Expenditure through Establishment (PEW) in the matter and same is under examination. Therefore, to ensure uniform implementation of Department of Expenditure's instruction, all the Ministries/ Departments are advised to wait for further instructions with regard to grant of bunching benefits to ASOs of CSS and also if orders have already been issued by any Ministry/ Department, the same may not be given effect till further instructions.

5. This issues with the approval of competent authority.

The undersigned is directed to say that 'SPARROW' has been introduced for recording on-line APARs for Deputy Secretary and above level officers in CSS and equivalent levels in CSSS from the financial year 2015-16.

2. The time-limits for performing various activities on the 'SPARROW' system were extended vide this Department's Office memorandum of even number dated 27th May, 2016. The window for 'SPARROW' CSS was closed on 31st December, 2016. A number of Ministries/Departments requested for reopening of this window for completion of various tasks in the system. Therefore, the window for 'SPARROW' (CSS) has been re-opened on the request of these departments to facilitate the nodal officers to take action in the 'SPARROW' system as per the extended date-line.

3. However, it is clarified that the dates extended beyond 1 sl January,2017 are for taking necessary action for dealing with representations, disposal of representations and similar actions on the part of the nodal officers. Dates for recording of APARs would be same as contained in the Office Memorandum dated 27th May, 2016.

4. It is also reiterated that as per instructions of this Department, APARs of CSS officers are required to be uploaded on CSCMS. Hard copy of the APARs generated on SPARROW will be kept in CS-I Division/CS-II Division. It would not be practicably possible for these Divisions to download all the APARs from 'SPARROW' and then keep them in the relevant APAR folders including their uploading in the CSCMS system.
5. It is, therefore, requested that Ministries/Departments may ensure following action at their end for efficient management of APARs generated in the 'SPARROW' system :
i) To complete the task required at their end in the SPARROW system before the aforesaid date.
ii) To download the APARs generated online on 'SPARROW' and to upload PDF files in CSCMS.
iii) The PDF files so downloaded from SPARROW may be sent to this Department for custody.
6. In addition the details of hard copies of APARs (other than on-line mode), giving justification for not recording the APAR through 'SPARROW' may be sent to this department.

Frequently Asked Questions

1. Who are eligible to apply for Central Staffing Scheme?
Officers from 36 participating services and fulfilling the eligibility conditions as given in the circular are eligible to apply.

2. If a particular Service is not listed in the Participating Services, can it be included?
No. The participating services are duly approved by Appointments Committee of Cabinet (ACC).

3. Whether this online application is also for Posts of Chief Vigilance Officers (CVOs).
No. the online application is only for Posts under Central Staffing Scheme.

4. How an IAS officer will apply for Central Staffing Scheme.
IAS officers will apply through IntraIAS Website (http://intraias.nic.in). For IntraIAS Portal an IAS Officer needs UserName and Password.

5. In case, if an IAS Officer is not having the Username / Password, how to get it?
The Officer needs to send an e-mail communication mandatorily with full particulars (Name, Cadre and Allotment Year) to ‘persinfotech@nic.in’. The username and password will be sent by reply e-mail.

6. IAS officer's data are available in ER Sheet maintained by DOPT. Whether the officer needs to enter all those details again in the CSS online application.
No. All the information available in ER Sheet of the officer will be automatically populated in the application form. If the officer desires, the officer can modify the details in the online application form. It may be noted that editing of these data is permitted but it will not be automatically reflected in their respective ER Sheet.

7. Is it necessary for an officer to complete the application form at once?
No. Only the identity Number, Password and Password hint needs to be created in the first instance. With the identity number and password, the Personal, Qualification, Experience and Training details may be entered into the system at a later date and time. The details about the Identity No. will also be e-mailed to the e-mail id provided by the officer in the Personal details. Once the officer has completed entering all the details, the officer can finalise the application and take the print out. Once the application is finalized, it cannot be edited, only printout can be taken.

8. An Officer has applied for the Central Staffing Scheme for the Year 2010 and the officer was not retained / not selected. Does the officer need to apply again for the year 2011?
Yes, the officer needs to apply again.

9. Is there any User Manual available?
Yes. A document titled “Help to apply online” is available in the Website.

Ref: OM No.18/2/2007-CS-1 dated 20.05.2014 & 08.07.2014 and reminders dated 09.09.14,30.04.15,13.07.15,31.07.15,11.09.15 & 01.10.15

The undersigned is directed to refer to this Department's OM of even number dated 11.09.2015 (copy enclosed) on the subject mentioned above. The compliance report, as per the format attached as Annexure-I and information sought in Annexure-II with OM dated 11.09.2015, are still awaited from Ministries/Departments, complete in all respects. The information received in bits and pieces from some Ministries/Departments have been compiled and attached as Annexure-A.

2. As per the information available in this Department, there are Six OAs (OA No.2884/2015, 3870/2015, 293/2016, 2128/2016, 2352/2016 and 3318/2016) pending before CAT, Principal Bench, New Delhi in the matter. The CAT has ordered for maintenance of status quo till the next date of hearing and stayed recovery from the salary of the applicants in some of these OAs. The same has been indicated against the officers, who are applicants in such OAs, in the attached statement (Annexure-A). There may be some more cases, which are not in the knowledge of this Department.

3. The Office of the Director General of Audit (Central Expenditure) which conducted audit of the records and accounts of the Department for the year 2014-15 has also taken a serious view of the delay occurring in recovery of Government dues. A copy of the relevant extracts of the Inspection Report is enclosed. For settling this audit para, compliance reports, complete in all respects, is required from all Ministries/Departments at the earliest.

4. The Ministries/Departments are, therefore, once again requested to furnish the compliance report in the matter, except in those cases where matter of recovery is subjudice/stayed by order of any competent court, in the prescribed format, complete in all respects, along with information sought in Annexure-II vide OM dated 11.09.2015 immediately.

In terms of Rule 18 of the CCS (Conduct) Rules, 1964, the Immovable Property Return (IPR) for the year 2016 (as on 31.12.2016) is required to be furnished by the CSS Officers latest by 31.01.2017. Non-submission of the IPR within the stipulated time period/date leads to the denial of vigilance clearance to the CSS officers for empanelment, deputation, cadre clearance etc.

2. It is observed that some Officers either do not file their on-line IPR in time or file the same after the stipulated time period/date, when they apply for deputation etc., This leads to administrative difficulties while processing their case(s), as filing of IPR within the stipulated time/period is mandatory.

3. It is, therefore, requested that the CSS officers may be directed to file their Immovable Property Return (IPR) for the year 2016 (as on 31.12.2016) in time by 31.01.2017 through the Web Based Cadre Management System only. IPRs received beyond the stipulated date or vide off-line mode shall not be regarded as conforming to the extant guidelines.
