Another chance to eligible Multiple Disability (MD) ‘Divyangjan’ Level-1 candidates to rectify disability option for Railway jobs

Eligible MD Divyangjan candidates who have filled in their Disability option incorrectly while applying can now represent to the RRC of the Zonal Railway they had opted for with proof. Option to be available from 23rd December 2019 on RRC websites

It may be recalled that Railway Recruitment Boards (RRBs) had advertised through their centralized CEN 02/18 notification for around 63000 vacant Level-1 posts in early February,2018. Consequent to the notification of the revised Divyangjan Act (RPWD Act, 2016) and orders of the Hon’ble Delhi High Court in a case filed by an organization for one of the Divyangjan categories, a corrigendum was issued on Feb 28, 2018. An extended one month window was provided to enable the Divyangjan categories included in the revised Act, including candidates with identified Multiple Disabilities (MD) to apply for the examination. Around 1.17 crore candidates including around 1.54 lakh Divyangjan appeared at the Computer based written tests. The number of vacancies reserved for Divyangjan  is over 2400, with around equal number reserved for the four Disability categories of Locomotor Disability (LD), Visually Impaired (VI), Hearing Impaired (HI), and Multiple Disability (MD). MD refers to candidates having more than one Disability among the other three Categories of LD, VI and HI.

The vacant posts notified for any Zonal Railway are being filled in as per merit position among those who have opted for that zonal Railway and have secured the minimum qualifying threshold marks and qualified in the Physical Efficiency Tests (PET) conducted by the Railway Recruitment Cells (RRC) of the respective Zonal Railways. Divyangjan candidates have not only been fully exempted from PET, but have been accorded 2 marks relaxation in minimum qualifying cut-offs as well. Their final selection, subject to Document Verification and Medical Examination, is therefore based on their merit position in the Computer Based Tests for their Disability category and Zonal Railway they had opted for.

While over 1025 Divyangjan candidates have already been finally selected and several more candidates’ cases are under verification/medical examination, it has been observed that the MD category has remained mostly unfilled in all Zonal Railways. It is a fact that this Category has been included as per the revised Act fairly recently and the CEN 02/2018 is among the earliest recruitment notifications to incorporate this Disability Category.

In this context, several Divyangjan candidates & groups have represented that due to unfamiliarity with the revised Categorisation and application protocol, they have filled in only Single Disability (either LD or VI or HI) option in the application form, instead of two or more of the Disabilities that they are affected with. Due to this inadvertent exercise of option, such candidates have therefore been considered only against the respective single Disability Category of LD or VI or HI as per option, and not as MD to which they actually belong.

The above representation has been considered in the Ministry of Railways, and it has been decided to allow a window period for such candidates to represent for considering them against MD Category vacancies. Accordingly, those eligible Divyangjan MD candidates who actually have more than one benchmark Disability among the three single Disability categories of LD, VI and HI but have inadvertently opted for only a single Disability Category in their application forms for the Level-1 CEN 02/2018 recruitment notification will now get another chance to be considered against unfilled MD Category vacancies of the Railway zone they had originally opted for. Such eligible Divyangjan MD candidates, who have a score of 38 or more in the written Computer Based Test (28 or more for Divyangjan of SC/ST/non-creamy layer OBC) will be able to represent to the RRC of the Zonal Railway they had opted for with proof of their belonging to MD Category. The notification and format for representation is scheduled to be available in the relevant RRC/RRB websites from 23rd December 2019 for around a fortnight. From amongst the eligible applications so received and scrutinised, shortlisting for further processing for filling up the unfilled MD vacancies will be done as per merit position. Indicative notice has already been published in newspapers for advance information of the eligible MD Category Divyangjan in this regard.

Indian Railways continues to remain committed to the cause of empowerment of Divyangjan and in following all applicable laws and provisions in this regard in letter and spirit. The dispensation being adopted above is an illustrative example in this regard.

Vacancies caused due to retirement, death, promotion etc. are required to be filled following provisions of recruitment rules for the post. The number of direct recruitments made by Staff Selection Commission and Union Public Service Commission for the last three years is as per table below:

As per the available information, provisions under FR 56 (j) and similar provisions under service rules have been invoked/recommended in case of 53 Group 'A' officers and 123 Group 'B' officers of Central Civil Services, during the period from 1stJuly 2014 till 31stOctober 2017.

As per the Annual Report on Pay and Allowances of Central Government Civilian Employees,the number of vacant posts in position in various Ministries/Departments is 4,12,752 out of total sanctioned strength of 36,33,935 as on 01.03.2016.

This was stated by the Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister's Office, Dr. Jitendra Singh in a written reply to a question by Shri Manshankar Ninama, Shri Harish Meena and Dr. Boora Narsaiah Goud in the Lok Sabha today.

Re-Employment of Ex-Servicemen

As per Department of Personnel & Training's OM No. 36034/27/84-Estt(SCT), dated 2.5.1985, on an Ex-servicemen joining the Government job on civil side after availing of the benefits given to him as an Ex-servicemen for his re-employment, his Ex-servicemen status for the purpose of re-employment in Government would cease. As per DOP&T OM No. 36034/6/90-Estt(SCT), dated 10.10.1994, an ex-servicemen already secured regular employment under the Central Government in a civil post would be permitted the benefits of age relaxation as admissible for ex-servicemen for securing another appointment in any higher post or service under the Central Government. However, such candidates will not be eligible for benefits of reservation, if any, for ex-servicemen in Central Government jobs.

As per DOP&T's OM No. 36034/1/2014-Estt(Res), dated 14.8.2014 if an ex-serviceman applies for various vacancies before joining any civil employment, he / she can avail of the benefit of reservation as ex-servicemen for any subsequent employment. However, to avail of this benefit, an ex-serviceman as soon as he / she joins any civil employment, should give self-declaration / undertaking to the concerned employer about the date-wise details of application for various vacancies for which he / she had applied for before joining the initial civil employment. This benefit would be available only in respect of vacancies which are filled on direct recruitment and wherever reservation is applicable to the ex-servicemen.

In addition to above, a proposal has been referred to DOP&T to the effect that an Ex-servicemen be allowed the benefit of reservation for second time and even thereafter in subsequent recruitments for civil employment, if the vacancies, which are to be filled on the basis of direct recruitment and where reservation is applicable to Ex-servicemen, has not been filled up with by those Ex-servicemen, who are getting / claiming benefit of reservation for the first time.

The details of reservation available to Ex-servicemen is as under:

(I) In Central Government Ministries / Departments:
(i) 10% Direct recruitment posts upto the level of Assistant Commandant in Central Para Military Forces.
(ii) 10% Direct recruitment posts in Group 'C'.
(iii) 20% Direct recruitment posts in Group 'D'.

(II) In Central Public Sector Enterprise:
(i) 14.5% in Group 'C' Posts.
(ii) 24.5% in Group 'D' Posts.

(III) Nationalised Bank:
(i) 14.5% in Group 'C' Posts.
(ii) 24.5% in Group 'D' Posts.

This information was given by Minister of State for Defence Dr. Subhash Bhamre in a written reply to Shri PC Mohan in Lok Sabha today.

Central government to hire 2.8 lakh staff in a year, police, I-T and customs to get lions share

New Delhi: The size of the central government, particularly police and tax officials, is likely to grow with the Centre’s Budget providing for the recruitment of around 2.80 lakh more staff.

Of this number, more than 1.80 lakh would be recruits to departments of police, income tax, customs and central excise. As of March 2016, the central government had 32.84 lakh staff across 55 departments and ministries, including 13.31 lakh in railways, but excluding defence forces. This is projected to rise to 35.67 lakh by March 2018 if the recruitment goal is achieved.

Strengthening enforcement agencies seems a priority with budgetary allocations made for expansion of police forces (central paramilitary and Delhi Police), taking their strength from 10.07 lakh to 11.13 lakh by March 2018. The Centre in its Budget has provided for the recruitment of around 2.80 lakh more staff. The income tax department, the agency involved in the drive against black money post-demonetisation, is set to expand from the existing strength of 46,000 to 80,000 by March 2018.

Similarly , customs and excise department, which will implement the ambitious goods and services tax regime, will get additional manpower of over 41,000.The current strength of 50,600 for customs and excise staff is to go up to 91,700. A review of the estimated strength of establishment  in the Budget annexures indicates no change in the manpower of railways, the single largest employer (13.31 lakh) other than defence, in the three years till 2018.

Departments of space, atomic energy , cabinet secretariat and the ministries of information and broadcasting and external affairs are some others where sanctioned strength has gone up significantly.

The government had projected to increase its manpower in 2016 by 1.88 lakh but failed to make fresh recruitments in I-T, customs and central excise departments.This led to an erosion in the employee base by at least 21,000 over the strength in 2015. People superannuating far exceeded new employees.

PM Narendra Modi's interest in foreign policy has translated into a significant jump in the strength of the foreign ministry where the government has decided to add over 2,000 employees -up from 9,294 in 2016 to 11,403 in 2018. The I&B ministry , too, has increased its sanctioned strength from 4,012 two years ago to 6,258 in 2018.The cabinet secretariat has been strengthened with manpower to go up from 921 to 1,218 by next year.

Government Jobs in India have long attracted people from every walk of life. While the basic call of a government job in India was the stability associated with it, many had chosen to walk the path of the treacherous private sector. The biggest call of the private sector was indeed the higher pay packages and the chances of a life style of many aspired for. That, however, is changing. All thanks to the 7th Pay Commission recommendations. The increased starting packages have over the past year increased the interest of young Indians towards Government Jobs. For the first time in India, Government Jobs mean more than just a stable job. It means increased salaries with benefits, suggests reports.

Numbers are evident. Only last year when Indian Railways released the notification for recruitment in the Non Technical Popular Category, a mind boggling 92 lakh people applied for 18000 jobs. Such was the increased numbers that Railway Recruitment Board had to introduce another level in the recruitment process to bring it down to considerate numbers. Around 3 lakh candidates had then appeared in the second stage of which results are expected anytime. Similar is the case in case of Banking. While Banking has always attracted a steady, it is thanks to the increased salaries for Clerks and Probationary Officers that more and more candidates are applying for the exam.

The trend continues. State Bank of India Probationary Exam was announced recently for 2,313 posts. Given the trend of last year, SBI is expecting applications from around 20 lakh candidates. With a starting salary that could go as high as 12 lakhs, the interests for the jobs are bound to be phenomenal.

The applications are still on and close on March 6, 2017. It is not just at the level of graduates though. For Staff Selection Commission, the number of candidates applying for CHSL or the Combined Higher Secondary Level has also seen a two fold increase.

The numbers are promising, if any. It can be simply argued that India constantly needs good talent and energetic work force to manage its increasing institutional pressure. A stable and high paying job is sure to retain the best of the country towards developing the national assets and human capital. Engineers, doctors and professionals from all spheres are required in the various governmental departments. The changing face of the work force, the stricter guidelines and the stronger applications all hint towards a better and reformed public sector. The 7th pay commission has seemed to help and provide an impetus towards the building of the nation.

ESIC recruits 135 sports persons from different field of sports

ESIC has recruited 135 talented sports persons from all across India. Out of these 135 sportspersons, 26 are football players, 21 are Badminton players (01- Para Badminton), 30 are Table Tennis players (03 – Para Table Tennis), 22 are Volleyball players, 11 are Kabaddi players, 10 are  from Archery, 07 are Boxers, 06 are Wrestlers and 01 is a Para Athlete.  In the above list, 15 are female players representing Archery (03), Badminton (03), Table Tennis (08) and Para Table Tennis (01).

The top 10 sports persons who received the ‘Offer of Appointment’ from the hands of Shri Bandaru Dattatreya, Chairman, ESIC and Hon’ble Minister (Labour & Employment), Govt. of India are as following:-

1. Shri Pramod Bhagat comes from the State of Odisha and is a Gold Medalist (Men’s Single) in BWF Para Badminton World Championship, 2015, England.  He also won a Silver in Men’s Doubles.  Earlier also, he participated in 2013 Edition of the same tournament at the international level.  Shri Bhagat also achieved 3rd place in Asian Para Games, 2014 held at  Inchen.

2. Shri Ajay Singh Sekhawat, who comes from the State of Rajasthan, backed 1st place in 2015 Asian Archery Taipei Open Tournament, Asia Cup 2015, Bangkok, Thailand.  He also achieved 1st place in 36th National Archery Championship, 2015 and a Bronze Medalist in 37th Junior National Archery Championship, 2014.  He won All India Inter University Archery Tournament.

3. Ms. Patel Bhavinaben  belongs to the State of Gujarat and is a Bronze Medalist in Para Table Tennis Thailand Open 2015.  She is also  a Silver Medalist in 2013 ITTG PTT Asia Table Tennis Regional Championship. Her world ranking is 12 and she is also preparing for World Cup 2018.

4. Shri Avnil Kumar, a Para Athelete,  is a Silver Medalist in 2016 IPC Athletics Asia-Oceania Championship Dubai and participated in IBSA  Word games.  He also participated in Malaysia Open.

5. Shri Jatin participated in Cadet Asian Championship 2013 (Wrestling) and achieved 3rd place in Zrenjanin, Serbia.

6. Ms. Esha Monga is a sportperson in Table Tennis and a Silver Medalist in ITTF World Junior Circuit 2007.  She is also a  Senior National Gold Medalist 2013.

7. Shri Jagdar Singh got 2nd place in  40th Junior National 2014 (Volleyball).  He also represented  Rajasthan (as Captain) in 18th Youth National, 2016 and in 17th Youth National 2015.  He is also a winner in All India Inter University 2014-15.

8. Shri S. Shanmugham is a Volleyball player from Tamilnadu and a Gold Medalist in Junior National.

9. Ms. S. Krithicka from Tamilnadu, achieved 5th position  (Table Tennis) in 75th Senior National, 2014.  She is also a Silver Medalist in 75th Youth & Junior National, 2014.

10. Shri Subhendu Show participated in 77th Senior National & Inter State TT Championship 2015.  He got 3rd position in All India Inter University, 2014 and a Junior National Silver Medal.
The ESI Corporation is holding a 3 day Induction Training for all the above newly recruited officials under Sports Quota.  The opening ceremony in which the Offer of Appointment was distributed, was attended by Shri Bandaru Dattatreya, Hon’ble Minsiter of State (Independent Charge), for Labour & Employment, Govt. of India, Shri Rajiv Pratap Rudy, Hon’ble Minister of State (Independent Charge) for Skill Development and Entrepreneurship, Govt. of India, Shri Vijay Goel, Hon’ble Minister of State (Independent Charge) for Ministry of Youth Affairs & Sports, Govt. of India, Smt. Meenakashi Lekhi, Hon’ble Member of Parliament (Lok Sabha),  Shri Manoj Kumar Tiwari, Hon’ble Member of Parliament (Lok Sabha), Smt. M. Central government is set to recruit 2.2 lakh central government employees over a period of two years

Central government is set to recruit 2.2 lakh central government employees over a period of two years from March 1, 2015, despite the Centre’s announcements from time to time on a freeze in fresh recruitments.

The central government’s actual staff on March 1, 2015 was 33.05 lakh, which increased to 34.93 lakh in 2016 and is estimated to grow to 35.23 lakh by March 1, 2017, according to the budget estimates for 2016-17.

This includes the railways — which has not added a single worker to its strength of 13,26,437 in the last three years — but excludes the defence forces.

The biggest increase of 70,000 is projected in the revenue department which comprises income tax and customs, central excise and service tax, followed by central paramilitary forces, projected to rise by 47,000. The strength of the home ministry, excluding paramilitary forces, has increased by 6,000.

The cabinet secretariat, a fairly small department assisting the government, will add 301 employees, going up from 900 in 2015 to 1,201 by March 1, 2017. The I&B ministry added nearly 2,200 personnel in the last two years.

The personnel ministry, which manages government staff, added 1,800 jobs in the last two years, the urban development ministry 6,000, mines ministry 4,399 and department of space 1,000.

However, the financial allocation for salaries and allowances for the revenue department has not shown any major difference, for the reason that the department has not been able to recruit personnel due to slow progress in the cadre restructuring exercise.

Some departments have faced downsizing. Interestingly, there has been a cut in the department of rural development, the focus area of the government, where the strength has come down from 538 in 2015 to 472 in 2016-17.

A major reason for the spurt in hiring is that many departments faced acute staff crunch in Group B and C categories due to a moratorium on fresh recruitments for the past several years.

A lot of the new appointments have been in these categories. Vacancies have piled up over the years. More than six lakh posts are vacant in various central government ministries, according to the personnel ministry.

Over 6 Lakh Vacant Posts in Central Government Departments

Over Six lakh posts in various central government ministries are vacant, the Rajya Sabha was informed today.

Out of the total sanctioned posts of 37,16,520, a total of 6,02,325 are vacant, Minister of State for Personnel, Public Grievances and Pension Jitendra Singh said in a written reply.

Of the total vacancies, 5,33,081 are at Group C level (comprising clerical and support staff), 51,478 are of Group B level and 17,766 are of Group A officers’ level, he said.
