7th Pay Commission award to stoke inflation, push up GDP: RBI report

7th Pay Commission award will put an upward pressure of 1-1.5 per cent on inflation, but is expected to boost GDP by around 40 bps during the current fiscal, RBI said in a report today.

At the same time, the central bank remained confident of meeting its March 2017 retail inflation target of 5 per cent.

“Assuming that the government implements the 7th Pay commission recommendations by the second quarter of 2016-17, CPI inflation could be, on average, 100-150 bps higher than the baseline in 2016-17. Its impact is expected to persist up to 24 months,” Governor Raghuram Rajan said in the a report released along with the monetary policy document.

The report, however, noted that the 7th Pay Commission award will boost GDP by around 40 bps during the current fiscal.

The 7th Pay Commission award impact will also jack up food prices, the report said, adding that “food prices could consequently increase, leading to inflation rising above the baseline by 80-100 bps in 2016-17, even assuming effective government policies relating to food stocks, procurement and minimum support prices”.

On achieving the inflation target (6 per cent in January this year), the Governor said inflation has evolved along the projected trajectory and the January 2016 target was met with a marginal undershoot.
“Going forward, CPI inflation is expected to decelerate modestly and remain around 5 per cent in FY17 with small inter-quarter variations,” he said, but warned that there are uncertainties surrounding this inflation path emanating from recent unseasonal rains, the likely spatial and temporal distribution of monsoons, the low reservoir levels by historical averages, and the strength of the recent upturn in commodity prices, especially oil.

Persistence of inflation in certain services warrants watching, mainly due to 7th Pay Commission award, he said, while there will be some offsetting downside pressures stemming from tepid demand in the global economy. But the government’s effective supply-side measures keeping a check on food prices, and “the government’s commendable commitment to fiscal consolidation” will have a salutary impact on inflation.
On growth, which it has retained at 7.6 percent for this fiscal, the report said, “The uneven recovery in growth in FY16 is likely to strengthen gradually in FY17, assuming normal monsoons, the likely boost to consumption demand from the implementation of the pay commission and OROP, and continuing monetary policy accommodation.”

The gross value add growth projection for 2016-17 is retained at 7.6 per cent, “with risks evenly balanced”.

Subject: Declaration of Assets and Liabilities by public servants under section 44 of the Lokpal and Lokayuktas Act, 2013 —filing of Returns by public servants on or before 15th April, 2016 – regarding

The undersigned is directed to invite attention to the provisions of section 44 of Lokpal and Lokayuktas Act, 2013 whereby every public servant i.e. all categories of public servants as defined under section 2 (0) read with section 14 (1) (a) to (h) of Lokpal and Lokayuktas Act, 2013, shall make a declaration of his assets and liabilities. The timelines for filing the declarations/information/annual returns under the said Act are as under:
i. The first return of assets and liabilities as on 1st August, 2014 under the Lokpal and Lokayuktas Act, 2013 – on or before 15th April, 2016

ii. The annual return of assets and liabilities as on 31st March, 2015 under the Lokpal and Lokayuktas Act, 2013 – on or before the 15th April, 2016.

iii. The annual return of assets and liabilities as on 31st March, 2016 under the Lokpal and Lokayuktas Act, 2013 – on or before 31st July, 2016.

iv. The annual return of assets and liabilities for subsequent years as on 31st March every year should be filed on or before 31st July of that year.
The aforesaid timelines have already been intimated vide this Department’s OM No. 407/12/2014-AVD-IV(B) dated 28.03.2016 ,

2. All Ministries/Departments are requested to ensure compliance of the aforementioned provisions of the Lokpal and Lokayuktas Act, 2013 and in this regard inform and sensitize the societies/Association of persons/trusts under their administrative/financial control about the requirement of the law and deadlines for filing of necessary declarations/returns. To facilitate smooth compliance & information/provisions of section 44 of the Lokpal & Lokayuktas Act, 2013, this department has already placed in the public domain all the relevant rules framed under the said Act, forms in which declarations are required to be made, FAQs etc..

3. This may please be accorded due priority keeping in view that the declarations & returns for the years 2014 & 2015 are required to be filed by all public servants by 15.04.2016 mandatorily.

2. Govt of India, MoD vide letter No. 8(14)/2015 dated 04 Mar 2016 has extended Canteen facilities to family pensioners of retired Defence Civilian employees. The procedure for processing of application will be as per this Dte letter No. 96301/Q/DDGCS/Policy dated 12 Aug 2015. The applicant must write Family Pensioner of retired defence civilian on the application form.

3. All HQ are requested to disseminate this letter to all Fmns/Units/URCs in their jurisdiction.

Subject:- Proposals on Child Care Leave (CCL) and Maternity Leave — Reg.

This is regarding proposals on the subject of Maternity Leave and CCL that are under consideration in this Department. In this connection, a workshop was held in DoPT on 28.01.2016 with the stakeholder Departments on the following issues and the consensus emerged as follows:

(a) Maternity/CCL in case of surrogacy: There is no provision at present for any kind of Leave for surrogate/commissioning mothers. It is proposed that 180 days maternity leave may be granted to the surrogate as well as commissioning mothers, in case either/both of them are Government servants. The commissioning mother also requires time for bonding with her child and to take care of him/her and hence would also become eligible for Child Care Leave. Paternity Leave may also be granted in case of surrogacy.

(b) Age Limit for CCL in case of disabled children: It is proposed that the age limit for CCL in case of disabled children needs to be done away with since the requirement of parental care may be more/stronger when the disabled child grows older. It may therefore be allowed to provide for CCL in the case of disabled children — the ‘disability’ being clearly defined by the Ministry of Social Justice & Empowerment – without any age limit provided the maximum CCL that can be availed remains within the ceiling of 730 days.

(c) Leaving HQ/availing LTC while on CCL: At present leaving headquarters or availing LTC are not permissible during CCL. The underlying intent of CCL is to allow care of up to two children whether for rearing or to look after any of their needs like examination, sickness etc. Thus, it is not restricted to exam and sickness alone. Taking care may also include ensuring their rest and recreation and towards that objective leaving headquarters or availing LTC can be allowed. It is thus proposed that the employees may be permitted to leave headquarters/avail LTC while they are on CCL, provided clearances from appropriate competent authorities are taken while proceeding on foreign travel.

(d) CCL minimum for at least five days: Vide this Department O.M. No.13018/6/2013-Estt.(L) dated  5th June, 2014 the stipulation of the requirement of minimum period of 15 days’ CCL has been removed. It is now proposed to introduce a minimum period of five days of CCL i.e., CCL henceforth may not be granted for less than 5 days.

The 4th meeting of the Empowered Committee of the Secretaries(ECoS) was held today under the Chairmanship of the Cabinet Secretary, Government of India, to discuss the recommendations of the VII CPC.

The meeting was held in a cordial manner on the general issues related to VII CPC, viz. Minimum Wage, Multiplying Factor, NPS, Minimum three cadre promotions, Allowances & Advances, Child Care Leave to Women Employees, MACPS, etc.

Apart from this, we represented the arduous conditions under which railway employees are working and how many railwaymen are sacrificing their lives for smooth running of the Indian Railways and tried to prove that we are more important even to the Defence of the country.

We also discussed various issues where justified approach has not been done, particularly reg. Running Staff(one additional pay scale), Technicians(merger of Technician Gr. II with G. I in GP Rs.2800) and Technical Supervisors, Group `B’ status to Supervisory Staff, parity field staff with the Ministry Staff and other categorical problems.

Member Staff, Railway Board, was also present during the presentation made by the federations. Chairman, Railway Board, is also a member of the Empowered Committee along with other Secretaries of the Government of India.

Reservation in Government Jobs: The Central Government has provided for the following reservation for ESM for vacancies in the posts to be filled by direct recruitment:-

  • 10% in Group ‘C’ posts and 20% in Group ‘D’ posts. In addition 4.5% reservation in each category is meant for Disabled Soldiers and Widows/ Dependents.
  • 14.5% in Group ‘C’ and 24.5% Group ‘D’ posts in Public Sector Undertakings and Nationalized Banks.

  • hosting of job portal by DGR wherein ESM can upload their Bio-data and corporate/other sectors can approach them and pick as per their requirement.
  • organizing ESM Job Fairs Pan India to provide an interface between Corporate & ESM.
  • regular interaction with corporate houses to generate employment opportunities to ESM.
  • Provision of opportunities to ESM through the corporate bodies like TATA Motors, AMAZON.com etc.
This information was given by Minister of State for Defence Rao Inderjit Singh in a written reply to Shri Rajeshbhai Chudasama in Lok Sabha today.

A delegation of Civil Service officers representing the “Confederation of Civil Service Associations” called on the Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh here and sought his intervention for implementing the recommendations of the 7th Central Pay Commission (CPC) report, so as to address their long standing grievance of discrimination vis-a-vis certain other All-India Services.

In a memorandum presented to the Minister yesterday, members of the delegation acknowledged that the 7th CPC, while recommending the status-quo, had addressed their long pending demand for “parity” with other services. But, the memorandum alleged that the main cause of resentment among the non-IAS Civil Service Officers was that all the senior level posts covering majority of Departments, be it technical or administrative, are today manned by IAS Officers, which is the main cause of grievance among the non-IAS Civil Service Officers. The memorandum called for giving equitable treatment to all the Services so that the gap between the IAS and other Services does not widen and lead to, what they described as, chaotic situation.

The memorandum claimed that the majority view in the 7th CPC was in favour of changing the status-quo on the issue of pay disparity also. They said, at present, there is a clear edge enjoyed by the IAS and Indian Foreign Service over other Services in terms of additional increments.

The memorandum requested that disparity in Pay may kindly be removed altogether. In addition, it also requested that the new system of cadre restructuring be adopted and a comprehensive cadre review may be undertaken by all Services so that officers can get promoted in time.

The memorandum also requested that in the Committee of Secretaries, appointed by the Government to examine the report of the 7th CPC, such members should be appointed who represent all different sections of stakeholders and may function with neutrality.

Dr Jitendra Singh gave the delegation a patient hearing and said that he will forward their case to the Union Finance Ministry.

West Bengal Government Paid leave for staff of all establishments on poll day

West Bengal government today made it mandatory for all establishments to grant paid holidays to their employees on the day of polling in their areas.

“It is obligatory for the employers of any business, trade, industrial undertakings or any other establishments of the areas under the Assembly segments to grant paid holiday on respective days to their workmen,” a government statement said.

Polling to 294 assembly seats will be held in six phases beginning April 4. The last polling day is May 5.
An exemption to the above holiday has however been granted to fuelling stations.

“The Governor has exempted all classes of petrol and diesel pumps (filling stations) situated within the areas of the Assembly constituencies,” a statement said.
