The Union Cabinet, chaired by the Prime Minister Narendra Modi has approved the setting up of 50 new KendriyaVidyalayas under Civil/Defence Sector all over the country.


The Vidyalayas are proposed to be opened in the Civil/Defense Sector and once they are fully functional they will provide quality education to approximately 50,000 students once they become fully operational.

No, self-employed persons, persons in private jobs and those from floating population are also eligible to apply for admission of their wards to Kendriya Vidyalayas. However, admission will be granted in order of priority specified in Guidelines for Admission to Kendriya Vidyalayas.

What is the age cutoff for a child applying to grade-1?
The minimum age for admission to Std 1 is 5 years and the maximum admissible age is 7 years as on 01/04/2019, with a 2 year relaxation in upper age limit for "Differently-Abled" candidates. Thus, the allowed range of date of birth of a child seeking admission is: 1.04.2012 to 1.04.2014 for applications not in the "Differently Abled" category. The allowed range of date of birth of a child seeking admission in the "Differently Abled" category is 1.04.2010 to 1.04.2014. If the entered date of birth does not live in above mentioned range, sign up/registration will not be allowed."

Sub: Central Civil Services(Revised Pay) Rules, 2008 - Section II of the Part 'A' of the First Schedule thereto - entry pay for direct recruits appointed on or after 1.1.2006 and pay fixation in the case of persons other than such direct recruits.

Madam/Sir,
I am directed to refer to MHRD letter No.F.3-6/2018-UT.2 dated 23rd Oct,2018(copy enclosed) on the subject mentioned above and to forward herewith a copy Of Department of Expenditure's O.M.No.8-23/2017-E.IIIA dated 28.9.2018 conveying therein the decision of the Government of India on the matter of grant of entry pay to employees who had joined prior to 1.1.2006 and whose pay, as fixed in the revised pay structure under Rule 7 thereof as on 1.1.2006, turns out to be lower than the prescribed entry pay for direct recruits of that post.

You are therefore requsted to examine and decide such cases of pay anomalies in light of the aforementioned decision conveyed by the Department of Expenditure. It is also advised that the action taken in this regard may be brought to the notice of the Hon'ble Tribunals/Courts where such matters are presently sub-judice, so that these cases may be disposed of at the earliest.

It is to inform that Govt. of India vide its OM No. 42/14/2016-P&PW(G) dated 24.10.2016 has provided an option to the pensioners retired between 01.01.2016 to 04.08.2016, in relaxation of Rule 10 of CCS (Commutation of Pension) Rules,1981, not to commute the pension which has become additionally commutable on revision of pay/pension on implementation of recommendations of the 7th CPC.

The Govt. of India OM is also enclosed for ready reference.

Sir/Madam,
I am to refer to MHRD’s letter F.No. 3-45/2017-UT.2 dated 13th June, 2018 and to convey the approval of the Govt. of India for revision of pension and pensionary benefits to the staff of Kendriya Vidyalaya Sangathan as per the 7th CPC in terms of D/o P&PW OM No. 38/37/2016-P&PW (A) dated 4.8.2016, OM No. 38/37/2016-P&PW (A) dated 12.05.2017 and OM No. 38/37/2016-P&PW (A) dated 6.7.2017. These benefits will be applicable to employees of KVS who retired post 1.1.2016 as well as for revision of pension / family pension of those pensioners / family pensioners who have retired prior to 1.1.2016.

How the applications for the post of teachers are invited … ?
The applications are invited through publication of advertisement in the Employment News (Weekly) followed by short advertisement in other National/local dailies.

Whether any application fee is to be remitted at the time of applying to the post of teacher … ?
Yes, non-refundable application fee as prescribed in the advertisement has to be remitted in the form of crossed Demand Draft at the time of applying to the post.

Who are exempted from payment of application fee … ?
Persons belonging to SC/ST categories, Ex-servicemen and Physically Challenged persons are exempted from payment of application fees subject to production of photocopy of certificate issued by the competent authority in proof that they belong to the category mentioned above.

What is the mode of selection … ?
The mode of selection includes written examination and personal interview.

What are the allowances the teachers are entitled on selection … ?
The selected candidates are entitled to various allowances as admissible under the Central Govt./KVS Rules

Sub: Pay revision of employees of Kendriya Vidyalaya Sangathan in terms of Central Civil Services (Revised Pay), Rules, 2016-Reg.
Sir/Madam,

In continuation to KVS circular of even number dated 03.08.2017 I am directed to refer to MHRD's letter No. F. 3-14/2017-UT.2 dated 31.10.2017 and to convey the approval of the Govt. of India for implementation of revised allowances based on the recommendations of the 7th CPC in KVS. The MHRD has agreed for additional funds to the extent of implementation of revised allowances in terms of Department of Expenditure (MoF) O.M. F. No. 1/1/2016-E.III(A) dated 26.07.2017.

It is further clarified that Department of Expenditure (MoF) O.M. F. No. 1/1/2016-E.III(A) dated 13.01.2017 is applicable only in case of pay scales and not in case of pension as such additional funds for the purpose of pension may not be allowed while implementing the revised pay scale and allowances in KVS.

Subject: Kendriya Vidyalaya Sangathan (Allotment of Residence), Rules 1998 - matter pertaining to unauthorized overstayal in KVS Staff Quarters.

Sir/Madam,
KVS has encountering with the problem of unauthorized overstayal by some of its employees who do not vacate the staff quarters occupied by them at the time of retirement/ superannuation. In some cases KVS also faced the difficulty in implementing recovery from the retired employees. In the matter of employees superannuated with CPF scheme the situation would be more complex.

Now, with a view to have better administrative control over the smooth allotment / vacation of staff quarters by the employees of KVS, the competent authority KVS has decided to introduce an administrative arrangement with immediate effect as under:

a) The authority concerned at various establishments of KVS, will inform the competent authority in Finance Division, at least 03 months in advance, about retention of staff quarter by any employee working under his/her control and superannuating/ retiring from KVS.

b) The authority competent to approve pension, will order to retain an amount equal to 10% of the gratuity subject to the maximum of Rs. 50,000/- (Fifty thousand) from the employee concerned. The amount will be withheld in the form of Security/Caution Deposit. The amount so deducted will be refunded to the retiree within 30 days from date of vacating the quarter after recovery .of all dues of KVS. In case the employee vacates the quarter within the permissible period, in that situation, the employee will be refunded the amount due to him by adding the interest gained by KVS from his/ her gratuity amount.

c) This may be circulated among all Kendriya Vidyalayas, with proper acknowledgement, functioning rider your administrative jurisdiction.

Subject: – Adoption of New Transfer Guidelines of KVS for Teaching employees upto PGTs & Non-Teaching employees upto Assistants w. e. f. 2016 – Regarding.

Madam / Sir,
At the outset, I would like to convey my best wishes for the new academic session 2016-17 and at the same time wish to draw your attention towards an important issue i.e. Transfer Guidelines. Transfer Guidelines of Kendriya Vidyalaya Sangathan effective from 1.4.2011 were in operation with some amendments made from time to time.

With the passage of time, we felt a need to review it. In order to make transfer guidelines more transparent, employee friendly and Information Technology enabled, KVS had invited suggestions and feedback last year from all Teaching and Non-Teaching Employees, Principals, Deputy Commissioners, other officers at Regional Offices, ZIETs and all Service Associations of KVS.

1.As a result, KVS received large number of suggestions. Further, Teachers’ Transfer Policies of the states of Gujarat, Karnataka, West Bengal, Tamilnadu, Delhi, Rajasthan and Haryana were taken into consideration to carve out suitable and appropriate transfer guidelines for the KVS employees.

2. You would appreciate the fact that many meaningful suggestions received from your side and many progressive elements of teachers’ transfer policies of above mentioned states have been incorporated in KVS Transfer Guidelines 2016 to fulfil the demands & aspirations of the KVS employees. I would like to mention here some specific provisions made in new Transfer guidelines.
  • Introduction of Mutual Transfer,
  • Transfer against No Taker vacancy,
  • Prioritization of Widow & Single Parent for getting transfer at a desired place,
  • Transfer of Yoga Teachers with post at choice place,
  • 25 days relaxation in delayed joining at Hard/ Very Hard stations for counting of tenure,
  • Consideration of KVS employee for request transfer after Mid- Session on account of transfer of Spouse,
  • Exemption from displacement transfer to those employees who are having disabled dependent children.
  • More points have been given to Members of JCM at KVS (HQ) & Regional level to avoid their displacement transfers,
  • Points have been awarded for seeking request transfer for those who are recipients of KVS Regional Incentive Awards.
  • A chance has been given to those employees who have been redeployed on surplus ground for coming back to previous station in the event of availability of vacancy within one year at that station.
  • An employee whose transfer orders are issued after 20th June by the KVS for Hard/ Very Hard/ NER stations he/she will be given relaxation of some more days for counting of tenure at Hard / Very Hard/ NER stations as on 30th June.
  • As the tenure for hard stations has been restored back for three years w.e.f 2016 due to administrative exigencies but employees who had been posted earlier with two years tenure at these stations have been exempted from this change.
  • With a view to make whole annual transfer process fully transparent, KVS has made a paradigm shift from old practice of manually filled Transfer Applications. Henceforth, Transfer Applications will be invited through online process and transfer orders will also be generated through computerized process on the basis of online database.
  • Every employee will be able to check his/her Transfer Count and Displacement Count on the KVS website as per the Calendar of Activities for effecting annual transfer.
  • Tentative vacancies will also be displayed on website of KVS (HQ) for the reference of employees.
