Central Govt. Employees, State Govt. Employees, Public Sector Employees and other Class and Mass organisations will participate.

Dear Comrades,
Please refer to the Confederation Circular dated 25- 06-2018 wherein the Resolution & declaration, Programme of action and charter of demands adopted in the 10th June 2018 National Convention of Central Govt. Employees are published. A very big mass rally will be organised at New Delhi on 05-09-2018 along with State Government employees, Public sector employees and other class and mass organisations. Quota fixed for each affiliate and C-O-Cs are furnished below. Regarding accommodation etc. for the participants in the rally, each organisation/C-O-C shall make their own arrangements. Up and down travel tickets of the participants should be booked well in advance. As State Govt. Employees etc. are also participating in the rally, it will be difficult to get confirmed tickets in the last minute. All affiliates and C-O-Cs are requested to finalise the delegates of each unit and first priority may be given for booking tickets. For any help at New Delhi, C-O-C, Delhi State Committee may be contacted.

Subject: Non Settlements of long pending demands- call of agitational  programs  - regarding

Sir,
The Federal Secretariat meeting of NFPE with available General Secretaries and NFPE office bearers held at NFPE office North Avenue Post Office, Building New Delhi has reviewed the whole situation arisen out of so many policy offensive and attacks unleashed by the Government of India by the way of authorizing  nationalized banks and private banks for doing business of National small savings schemes, making  the IPPB (India Post Payment Bank) as a corporate entity, proposal of closure of A.P.S, appointment of out sourced Postal Delivery  agents, cancellation of G.D.S membership verification, Delay in implementation of  GDS Committee  Report, Amendment in Rectt. rules of P.A. Non filling up of vacant posts in all cadres, non implementation of  cadre restructuring  proposals for other categories and non declaration of result of regular membership verification and so many other issues.

After a detailed and threadbare discussion the Federal Secretariat  has reached to a conclusion that it is the need of hour to resist all these policy offensives and attacks by way of struggles and serious agitational  programmes culminating in to indefinite strike.

The federal secretariat has decided the following programme of action to achieve the demands as mentioned in charter of demands.
1. Two days Relay hunger fast in front of all Divisional offices on 28th and 29th November 2017 (All Employees will wear Black Badges containing demands and will send resolution addressed to Prime - Minister).

2. Mass Dharna in front of All C.P.M.G offices on 20th December 2017

3. 5 Days Relay Dharna in front of Parliament from 12th to 16th February 2018. (All Circles will participates in Dharna day wise).

4. After that Indefinite Strike will be declared

UNDER HEAVY ATTACK

GDS MEMBERSHIP VERIFICATION PROCESS STOPPED.


IMPLEMENTATION OF GDS COMMITTEE REPORT DELAYED FOR ONE YEAR, STILL PENDING WITH FINANCE MINISTRY.

HOLD PROTEST DEMONSTRATIONS AT ALL CENTRES AND IN FRONT OF ALL OFFICES ON 23.10.2017.

FEDERAL SECRETARIAT WILL MEET AND DECLARE FURTHER COURSE OF ACTION.


Dear Comrades,

Government has unleashed a sudden and most damaging attack on Post office Small Savings Schemes. Notifications are already issued permitting all Nationalised Banks and three Private Banks ( ICICI Bank , AXIS Bank and HDFC Bank) to accept deposits for all Small Savings Schemes viz ; Recurring Deposit (RD) , Time Deposits (TD) , Monthly Income Scheme (MIS) Senior Citizen Savings Scheme (SCSS) , Sukanya Samridhi Account (SSA) , Kisan Vikas Patra (KVP) and National Savings Certificate (NSC VIII issue) with effect from 10th October 2017.

 This is a great blow to the Post office Small Savings Schemes and will be a threat to the job security of Postal Employees and also MPKBY /SAS Agents. About 40% of the Revenue and about 50% of the workload of Post office depends on the Post office Small Savings Schemes. Outsourcing of POSSS work to Banks will result in steady fall in Revenue and Workload of Postal Department.

GDS Committee Report , though submitted to Govt on 24th November 2016 , is still pending with Finance Ministry for approval. GDS Membership verification process has been suddenly stopped by the Government.

Overall situation in Postal Department is worsening day by day and resentment of the Employees is mounting.

NFPE CHQ views the above situation with grave concern and calls upon the entirety of Postal and RMS employees including GDS and Casual labourers to conduct mass protest demonstrations at all Centres and in front of all offices on 23rdOCTOBER 2017.

Urgent meeting of NFPE Federal Secretariat to be held shortly will announce further course of action.

Dear Comrades,
The Confederation of Central Govt Employees & Workers decided to conduct series of agitation programmes on the issues of working class & Central Govt. Employees as scheduled below.

NFPE is the major organization in the CCGEW and endorsed the agitation programmes announced on the charter of demands.

The members of AIPEU-GDS is also should participate in all the agitation programmes given by NFPE. The GDS demands are also placed in the Charter for the cause of GDS along with the demands of postal working class and Central Govt Employees.

It is requesting all the members of AIPEU-GDS in the divisions of all Circles to participate in all agitation programmes along with NFPE unions and make it grand success.

The CHQ office bearers, Circle Secretaries, Division/Branch Secretaries and active comrades are requested to mobilize the GDS comrades and participate in a large number to make all the agitation programmes successful.

12 points charter of Demands of all workers

1. Urgent measures for containing price rise through universalization of public distribution system and banning speculative trade in commodity market.
2. Containing unemployment through concrete measures for employment generation.
3. Strict enforcement of all basic labour laws without any exception or exemption and stringent punitive measures for violation of Labour laws.
4. Universal social security cover for all workers.
5. Minimum wages of not less than 18000/- per month with provisions of indexation.
6. Assured enhanced pension not less than Rs.3000/- per month for the entire working population.
7. Stoppage of disinvestment and strategic sale in Central/State Public Sector Undertakings.
8. Stoppage of Contractorisation in permanent periennial work and payment of same wage and benefits for contract workers as regular workers for same and similar work.
9. Removal of all ceilings on payment and eligibility of bonus, provident fund; increase the quantum of gratuity.
10. Compulsory registration of Trade Unions within a period of 45 days from the date of submitting application and immediate ratification of ILO Conventions C-87 and C-98.
11. Against Labour law amendments.
12. Against FDI in Railways, Insurance and Defence.

21 points charter of Demands of Confederation

1. Honour the assurance given by the Group of Ministers to NJCA on 30th June 2016 and 6th July 2016, especially increase in minimum wage and fitment factor. Grant revised HRA at the rate of 30%, 20% and 10% with effect from 01-01-2016. Settle all anomalies arising out of implementation of 7th CPC recommendations, in a time bound manner.

2. Implement option-I recommended by 7th CPC regarding parity in pension of pre-2016 pensioners.

3.  Scrap PFRDA Act and Contributory Pension Scheme and grant pension and Family Pension to all Central Government employees recruited after 01.01.2004, under CCS (Pension) Rules 1972.

4. Treat GraminDakSewaks of Postal department as Civil Servants, and extend all benefits like pay, pension, allowances etc. of departmental employees to GDS.

5. Regularise all casual, contract, part-time, contingent and Daily rated mazdoors and grant equal pay and other benefits.

6. No Downsizing, Privatisation, outsourcing and contractorisation of Government functions.

7. Withdraw the arbitrary decision of the Government to enhance the bench mark for performance appraisal for promotion and financial upgradations under MACP from "GOOD” to VERY GOOD" and also decision to withhold annual increments in the case of those employees who are not able to meet the bench march either for MACP or for regular promotion within the first 20 years of service. Grant MACP pay fixation benefits on promotional hierarchy and not on pay-level hierarchy. Personnel promoted on the basis of examination should be treated as fresh entrants to the cadre for grant of MACP.

8. Withdraw the draconian FR 56 (J) and Rule 48 of CCs (Pension) Rules 1972 which is being misused as a short cut as purity measure to punish and victimize the employees.

9. Fill up all vacant posts including promotional posts in a time bound manner. Lift ban on creation of posts. Undertake cadre Review to assess the requirement of employees and their cadre prospects. Modify recruitment rules of Group-'C' cadre and make recruitment on Reginal basis.

10. Remove 5% ceiling on compassionate appointments and grant appointment in all deserving cases.

11. Grant five promotions in the service carreer to all Central Govt. employees.

12. Abolish and upgrade all Lower Division Clerks to Upper Division Clerks.

13. Ensure parity in pay for all stenographers, Assistants, Ministerial Staff in subordinate offices and in all organized Accounts cadres with Central Secretariat staff by upgrading their pay scales. Grant pay scale of Drivers in LokSabha Secretariat to Drivers working in all other Central Government Departments.

14. Reject the stipulation of 7th CPC to reduce the salary to 80% for the second year of Child Care leave and retain the existing provision.

15. Introduce Productivity Linked bonus in all department and continue the existing bi-lateral agreement on PLB wherever it exists.

16. Ensure cashless, hassle free medical treatment to all Central Government employees & Pensioners in all recognized Government and Private hospitals.

17. Revision of Overtime Allowance (OTA) and Night Duty Allowance (NDA) w.e.f 01.01.2016 based on 7th CPC pay scale.

18. Revision of wages of Central Government employees in every five years.

19. Revive JCM functioning at all levels. Grant recognition to the unions/Associations under CCS (RSA) Rules 1993 within a time frame to facilitate effective JCM functioning.

20. Implementation of the Revised Pay structure in respect of employees and pensioners of autonomous bodies consequent on implementation of CCS (Revised Pay) Rules 2016 and Revised Pension Rules in respect of Central Government employees and pensioners.

21. Implementation of the "equal pay for equal work" judgment of the Supreme Court in all departments of the Central Government.

GDS COMMITTEE REPORT STATUS

GDS committee held on date 11.09.2017 in the forenoon I met the higher officers of the Department and enquired about the status of GDS committee. They told that some queries were raised by the Finance Ministry. Reply on those queries have been sent and it is in final stage and may be received in Directorate very soon.

After receipt from Finance Ministry implementation process will be started. The officers of Department have told that they will not make any delay in implementation of GDS Committee Report after receiving approval from Finance Ministry.

Charter of demands submitted by NFPE vide letter dated 05.06.2017:

Demand / Reply

1. Filling up of all vacant posts in all cadres of Department of Posts i.e. PA, SA, Postmen, Mailguard, Mailmen, MTS, PACO, PASBCO, Postal Accounts and GDS.

REPLY

GDS: Process of online engagement of GDS has already been started to fill up vacant post of GDS in 17 Circles. Due to technical snags in the online engagement software, process in remaining Circles will be started only after process in 17 Circles will finalize.

PA/SA: Result of PA/SA for the year 2015 is kept in abeyance as the matter is sub judice. Vacancies of PA/SA for the year 2016 have already been intimated to SSC.

LGO exam for promotion to the cadre of PA/SA for deputation to APS has been conducted on 04.06.2017.

LGOs exam for promotion to Assistants in MMS, Foreign Post, RLO, Stores Depot and CO/RO has been held on 16.07.2017.

In r/o other exams, viz. IP Exam 2016 -17, PM Grade I and PS Group B 2017-18, LGOs to PAs/SAs 2016 -17 and 2017-18, engagement of new approved Agency is in the pipeline. MoU between Department and Agency is to be signed.

For the Postman/Mail Guard and MTS cadre exams, instructions have been issued to all the Circles to fill up the vacancies by giving top priority.

Calendar of departmental Examinations scheduled to be held in the year 2017-18 has already been issued to all the Circles by giving tentative schedule for filling up the vacancies of decentralized examination i.e. PO & RMS Accountant Examination, LDCs to Junior Accountants in PAOs (Exam has been conducted by respective Circles), LGOs examination for promotion to Assistants of other wings i.e. MMS, Foreign Post, RLO, Stores Depot and CO/RO and other exams

2. Implementation of positive recommendations of GDS Committee Report. Grant of civil servant status to GDS.

REPLY

The recommendations of the Kamlesh Chandra Committee have been considered by the Department of Posts and mandatory approvals are being obtained in this regard.

As far as grant of civil servant status to GDS is concerned, it is stated that according to Rule 3-A (v) of GDS Conduct Rules 2011, a Sevak shall be outside the Civil Service of the Union. Hon'ble Supreme Court of India in the matter of Superintendent of Post Offices vs PK Rajamma (1977) (3) SCC held that the Extra Departmental Agents {now called Gramin Dak Sevaks} are holders of the civil post outside the regular civil services. Moreover, they are part time employees being engaged for maximum of 5 hrs a day. In the light of above legal position demand of the Federation cannot be acceded to

REPLY

GDS Verification:

The instructions have already been issued to all Circles to conduct the re- verification of membership of GDS employees vide this office letter No. 13-01/2016-SR dated 20.06.2017.

Declaration of result of regular employees’ membership verification:
The concerned file is being processed and the result is likely to be declared shortly

4. Stop all types of harassment and victimization in the name of new schemes and technology induction and under contributory negligence factor and Trade Union victimization.

REPLY

FS Division has informed that no new schemes are launched by that Division on behalf of DoP. The DoP is operating Small Savings Schemes on behalf of MoF.

PLI Directorate has informed that they have completed roll out of Core Insurance Solution (CIS) as on 25.01.2016 to 808 HOs and 24598 Sub Post Offices as per the information provided by Circles. Roll out of RICT has not been initiated so far. They have also informed that at no point of time any case of harassment & victimization of staff has come to their notice

5. Payment of revised wages and arrears to the casual, part-time, contingent employees and daily rated mazdoors as per 6th & 7th CPC .

REPLY

The order in respect of minimum pay for calculation of pay of casual labourers (without temporary status) has already been issued vide this office letter no. 7-10/2016-PCC dated 31.03.2017

6. Stop Privatization, Contractorization and outsourcing.

REPLY

There is no proposal of corporatization/privatization at this juncture. The Department is making efforts to give better and competitive services to the customers specifically in the areas of insurance, banking and parcels.

7. Implement cadre restructuring for left out categories i.e. RMS, MMS, PACO, PASBCO, Postmaster Cadre Postal Accounts etc. and accept the modifications suggested by Federation before implementation of cadre restructuring in Postal Group ‘C’.

REPLY

The cadre restructuring of left out cadres, i.e. RMS, PACO and PASBCO is currently under examination in consultation with the Department of Expenditure. The matter of cadre restructuring of Postmaster Cadre will be examined thereafter.

A Committee has been constituted, vide this office letter no. 25-04/2012-PE-I dated 09.06.2017, under the Chairmanship of Shri Charles Lobo, CPMG Karnataka Circle, to examine the issues arising out of implementation of Cadre Restructuring of Group C employees.

Cadre review of MMS is under active consultation with Ministry of Finance, DoE.

While acknowledging the receipt of your letter cited above I , on behalf of NFPE and all its affiliated Unions/Associations , like to make it clear that we , as a responsible organisation , always stand for negotiated settlement and want to avoid confrontation with the administration. But we regret to note that in spite of our positive approach and patiently waiting for two years for redressal of our genuine grievances , things are not moving at Directorate level and same is the position with many circles also. For example :-

(1) No direct recruitment to fill up outside quota vacancies has taken place for the last three years. Examinations are being conducted, but final list of selected candidates are not published. 7th CPC has stated that there are 60000 vacancies remaining unfilled in Postal department as on 31.12.2015. Now the figure will be more than one lakh. Ahout 40% posts are lying vacant in each division and employees are suffering like anything. Are the employees responsible for this state of affairs? As DOP&T has repeatedly made it clear that there is no ban on filling up of vacant posts, who is responsible for three years delay in filling up of posts ?

(2) GDS Committee Report is submitted to Government on 24th November 2016. Even after seven months the recommendations are still under process. Approval of Communications Minister , Ministry of Personnel , Ministry of Law , Ministry of Finance , Cabinet approval - all these stages are pending . Kamalesh Chandra Committee took 18 months only for submitting the report , but it seems that Postal board will take two years for implementing the recommendations. Are the employees responsible for this unjustified delay ?

(3) Re-verification of membership of Departmental employees was completed in the year 2015. Even after two years results are not published. GDS re-verification of membership, it was due in 2015. Process of calling for applications from unions/associations completed. After that nothing is moving. What prevents the Postal Board from conducting membership verification of GDS and also declaring the result of departmental employees? Are we responsible for the two years delay?

(4) Regarding Cadre restructuring of Postal Group -C, we submitted a detailed memorandum requesting some modification’s and also uniform guidelines to all circles etc . Then Secretary, Department of Posts assured us that pending decision on our memorandum, the Cadre restructuring orders will be kept in abeyance. But the Directorate went ahead with unilateral implementation in certain circles putting a large section of Group-C employees to untold miseries. What prevented the department in honouring the assurance given by Secretary, Department of Posts?

(5) Event though repeated assurances were given that Cadre-restructuring proposal of left out categories will be implemented shortly , now almost four years are over after signing the Cadre-restructuring agreement between Postal Board and Staff side. Are we responsible for this unpardonable delay?

(6) Orders for revision of wages of casual labourers with effect from 01.01.2006 was issued by Directorate in January 2015 and again orders for revision of wages from 01.01.2016 was also issued. But till this date the Directorate orders are not implemented in Tamilnadu Circle. What prevents the Directorate to make the CPMG Tamilnadu Circle to implement Directorate orders ? Is CPMG Tamilnadu circle superior to Secretary , Department of Posts ?

(7) There are many other issues also which remains unsettled for years together due to the indifferent attitude of the Postal Board.

In short, we feel that things are not moving at Directorate level and there is paralysis in file movement and decision making. We want things to move and staff grievances settled in a time -bound manner. Instead of assurances, we want result-oriented action

I once again assure you that we are ready to call- off the proposed agitational programmes , provided the department come forward for a satisfactory , result-oriented negotiated settlement on all the demands raised by us in our memorandum .

DEPARTMENT OF POST SOUGHT PERMISSION FROM ELECTION COMMISSION FOR PUBLISHING THE REPORT - DISCUSSION HELD WITH NFPE & FNPO - ASSURED TO PUBLISH THE REPORT IMMEDIATELY AFTER GETTING APPROVAL

INDEFINITE HUNGER FAST DEFERRED

Dear Comrades,
As you are aware, the GDS Committee headed by Shri Kamlesh Chandra, Retired Postal Board Member, has submitted its report to Government on 24th November 2016. Secretary, Posts, informed us that the report will be published only after getting approval of the Minister, Communications. Earlier, GDS Committee Report was published on the very same date of submission. 7th Pay Commission Report was also published immediately on submission to Government.

Protesting against the unjustified stand of the Department, NFPE & AIPEU-GDS conducted nationwide agitational programmes like protest demonstration, dharna etc. Finally we have given notice for indefinite hunger fast in front of the Directorate from 18.01.2017, by Secretary General, NFPE and all General Secretaries of affiliated Unions including AIPEU-GDS. After our hunger fast notice things started moving. Secretary, Department of Posts deputed a Senior Officer to the Minister's office to get the approval of the Minister. Minister granted permission to publish the Report with a condition that Election Commission’s approval should be obtained before publishing the Report, as Election Commission has already declared election to five State Assemblies.

On 16.01.2017, the Department called us for discussion with Member (Technology). In the discussion Member (T) informed that "a reference has been made to the Election Commission of India (ECI) and a response is expected shortly". We recorded our strong protest against the unjustified delay in publishing the report. The Member (T) expressed "the difficulty in hosting the report in the Department’s website on account of the enforcement of the Model Code of Conduct in view of assembly elections having been announce in five states". The appeal given by the Department to call off the indefinite hunger fast is published below.

In view of the above, the Federal Secretariat of NFPE and AIPEU-GDS has reviewed the situation based on the written assurance given by the Department and has decided to postpone the indefinite hunger fast to be commenced from 18th January 2017. Even if we go on indefinite fast or strike, Department cannot publish it without the permission of Election Commission, as the Department has already submitted it to Election Commission for permission.

We hope that the Election Commission will grant permission shortly to publish the Report.
NFPE & AIPEU-GDS has made sincere effort for compelling the Department to publish the GDS Committee Report and conducted nationwide agitational programmes. It is only because of our agitational programmes and indefinite hunger faster notice, the Department was compelled to get permission and also submitted it for Election Commission’s approval.

NFPE & AIPEU-GDS always stand with the three lakhs Gramin Dak Sevaks and we assure our GDS employees that if GDS Committee Report is against the interest of the GDS NFPE & AIPEU-GDS will declare serious agitational programmes including strike.

Respected Sir,
This representation is submitted with the most fervent hope that your goodself will be kind enough to intervene on our behalf and favourable action will be taken to redress our grievances.

About 36000 employees, called as Casual labour, Part-time Casual labour, Part-time Contingent employee, daily rated mazdoors, substitutes etc. are working in the Department of Posts. Majority of us are part-time contingent employees. Govt. of India, Department of Posts had clarified that all the above mentioned categories, though called by different names, belong to the common category called casual labourers and they may be called as "full time casual labourer" and "Part-time casual labourers". Later on as per the Supreme Court verdict Temporary status of Group-D was conferred on full-time casual labourers subject to fulfilment of certain conditions. Thus as on date there are three categories of casual labourers working in the Postal Department. They are (a) Temporary status Casal Labourer (b) Full time Casual Labourer and (c) Part-time Casual Labourers. We, the undersigned, belong to the above three categories. The following are our genuine grievances.

1. REGULARISATION OF SERVICES AS REGULAR EMPLOYEES OF DEPARTMENT OF POSTS AND GRANT OF ALL  BENEFITS INCLUDING PENSION:
Eventhough, most of us are working as Casual Labourers for years together, Department of Posts has not worked out any scheme for our regularisation. The Temporary status Rules framed as per the Supreme Court orders is not in force now. Hence we are compelled to continue as Casual Labourers and there is no hope for regularisation. We request that action may be taken for working out a scheme for regularisation of all existing Temporary status, Full time and Part time Casual labourers as a one time measure.

2. REVISION OF WAGES WITH EFFECT FROM 01-01-2006 AND 01-01-2016 AND PAYMENT OF ARREARS OF WAGES:
(a) Eventhough the Postal Board has issued orders in January 2015 for payment of revised wages from 01-01-2006 at minimum of the 6th CPC rates, and also clarified all the queries raised by the lower units regarding eligibility of officials for fixation of revised wages from 01-01-2006, we are sorry to state that in many of the Postal Circles (states) and Divisions the orders are yet to be implemented. We have brought it to the notice of the Postal Directorate and concerned Chief Postmaster Generals, several times. But no improvement has taken place and we have been denied our legitimate right for revised wages and arrears from 01-01-2006. We pray your goodself to take immediate action for implementation of Postal Directorate orders in all Circles and Divisions and arrears may be paid at an early date.
(b) Now that, Government has already issued orders revising the pay and allowances of regular employees from 01-01-2016, consequent on implementation of 7th Central Pay Commission recommendations, our wages are also to be revised from 01-01-2016. After implementation of 6th CPC our wages was revised after 9 (nine) years in 2015. At least this time such a situation may be avoided and action may be taken to revise our wages from 01-01-2016, consequent on implementation of 7th CPC Report.
3. PAYMENT OF REVISED WAGES TO DAILY-RATED MAZDOORS:
Eventhough Department of Posts has issued orders on 17-06-2016 clarifying that those engaged on daily basis (Daily Rated Mazdoors) are also casual labourers, the lower authorities are denying wage revision and payment of arrears to Daily Rated Mazdoors on the plea that they are not casual labourers. We request you to issue strict directions to all authorities to grant revised wages and arrears to Daily Rated Mazdoors also at par with other casual labourers.

4. PREFERENCE TO CASUAL LABOURERS IN SELECTION AND APPOINTMENT TO THE VACANT POSTS OF GRAMIN DAK SEVAKS (GDS) OF POSTAL DEPARTMENT:
Department of Posts has issued clear orders to give first preference to Casual labourers while selecting candidates for filling up of vacant posts of Gramin Dak Sevaks. Orders were also issued to notify the Gramin Dak Sevak's vacant posts among casual labourers and willingness is to be obtained. If only eligible casual labourers are not available, then the posts are to be notified for open quota recruitment. Inspite of these unambiguous orders of the Directorate, the orders are not being implemented in Postal Circles. All GDS vacancies are being notified for open quota recruitment, without offering it first to casual labourers. We request you to issue strict instructions to all units to offer the GDS vacancies to casual labourers first as per Directorate orders.

Further the condition that only those working as casual labourer prior to 1993 be considered against GDS vacancies and insisting minimum qualification of matriculation may be relaxed in the case of existing casual labourers.

5. GRANT OF PAID WEEKLY OFF AND HOLIDAYS:
At present the authorities are not granting paid weekly off to casual labourers in most of the offices. Action may be taken for grant of paid weekly off and paid holidays to all full time and part-time casual labourers.

6. CONVERSION OF PART-TIME CASUAL LABOURERS AS GRAMIN DAK SEVAKS:
It is requested that all the Part time casual labourers may be absorbed as Gramin Dak Sevaks in the Department of Post as a one-time measure, by creating the required number of GDS posts on supernumerary basis as a one time measure.

7. ABSORPTION OF ALL TEMPORARY STATUS CASUAL LABOURERS AND FULL TIME CASUAL LABOURERS AS MULTI-TASKING STAFF (MTS):
It is requested that all Temporary status Casual Labourers and Full-time Casual labourers may be absorbed against Multi-Tasking Staff (MTS) posts in the Department of Posts by creating supernumerary posts, without disturbing the existing allotment of 75% MTS vacancies reserved for Gramin Dak Sevaks.

8. APPOINTMENT ORDERS TO BE ISSUED TO THOSE WORKING CONTINUOUSLY:
At present, the authorities are not issuing appointment orders to casual labourers and they are compelled to work without any record to prove their service. It is requested that appointment orders may be issued to those casual labourers who are working continuously.

SUB:  GRANT OF BONUS TO GDS WITH REVISED CEILING @ RS.7000 - FROM 2014-15 REQ - REG.

Respected Sir

The Government of India, Ministry of Finance issued order on revised ceiling limit of PLB from Rs.3500- to Rs.7000- from the year 2014-15 (OM No. 7/4/2014-E-III A dated 29-08-2016) to all Central Govt. Employees. It is apparent to note that the calculation of Productivity Linked Bonus for the year 2014-15 with revised ceiling limit @ Rs.7000-to regular departmental employees in the Department of Posts has been granted vide letter No. .26-01/2015-PAP dated 02-09-2016 and the arrears have also been drawn in favour of the regular employees.

The case of 3 lakh GDS employees regarding applicability of revised ceiling limit @Rs.7000- is yet to be finalized by the Department.

Therefore, it is requested to kindly expedite the grant of Bonus to 3 lakh Gramin Dak Sevaks at the revised ceiling @ Rs.7000- from 2014-15 prospectively.

Early action is highly solicited.
