Sub: Availability of option for fixation of pay on promotion from the Date of Next Increment (DNI) in the lower post and method of fixation of pay from DNI, if opted for, in context of RS(RP) Rules, 2016 - regarding.

Please refer to Board’s letter of even no. dated 31.07-2017 forwarding therewith a copy of Ministry of Personnel, Public Grievances and pensions, Department of Personnel & Training's (MoPPG&P/DoPT)0M No.13/02/2017-Estt.(Pay) I dated 27.07.2017 regarding guidelines on availability of option for fixation of pay on promotion from the Date of Next Increment (DNI) in the lower and method of fixation of pay from DNI, if opted for, in context of CCS(RP) Rules, 2016 for adoption of the same in Railways with respect to RS(RP) Rules, 2016.

2. Now Ministry of personnel, Public Grievances and Pensions, Department of personnel & Training vide their 0M No.13/02/2017-Estt.(Pay-I) dated 28.08.2018 has clarified various aspects of their earlier 0M. The clarifications issued by DoP&T shall be applicable mutatis mutandis in Railways with respect to RS(RP) Rules, 2016.

3. The 'one month' period mentioned in the aforesaid 0M of DoP&T dated 28.08.2018 under clarification to point of doubt at Sl No.2 shall be month from the date of issue of these instructions.

Sub: Direct recruitment from open market in Level-1 (7th CPC pay matrix) - Procedure-regarding.

The non-materialization of full panel despite all out efforts made by the Railway recruiting agencies has been engaging the attention of the Board. Accordingly, the procedure for recruitment from open market in Level-1 was reviewed and following decisions taken with respect to different instructions issued from time to time:-

i) Para I (ii) of instructions contained under RBE No. 138/2014 dated 10.12.2014 lays down that "the number of candidates called for Physical Efficiency Test (PET) should be 02 (two) times the number vacancies".

In modification of above, the number of candidates to be called for PET should now be 03 (three) times the number notified vacancies.

ii) Para 3 of instructions contained in RBE No. 73/2008 dated 17.06.2008 lays down that "the number of candidates called for Document Verification (DV) shall be 20% over & above the number of vacancies".
In modification of above, henceforth, the number of candidates to be called for DV shall be twice the number of notified vacancies.

iii) Para 2 of instructions contained in RBE No. 06/2014 dated 10.01.2014 stipulates that "no replacement panels are to be given against non-joining of selected candidates".

In modification of the above, it has been decided that the panel will now be formed to the extent of the notified vacancies with a standby panel of 50% of the notified vacancies. In case the main panel plus stand-by is also exhausted and still there is a shortfall vis-a-vis notified vacancies, the recruiting agency may further go down in the list of candidates which meet the requirement of minimum qualifying marks in their respective community for conducting PET(If needed) and DV/ME to the extent of shortfall community-wise. This may be done till the demand from the concerned Railway administration w.r.t indent placed and vacancies notified is fully met. These provisions shall be subject to currency of the panel.

2. The above guidelines will also be applicable to recruitment notification published under centralized Employment Notice No. 02/2018, issued by Railway Recruitment Boards.

Sub: Recruitment of staff in Level - 1 of 7th CPC Pay Matrix on Indian Railways - Criteria for Physical Efficiency Test (PET) regarding.

Ref: This office letter No. E(NG)ll/2012/RR-1/14 elated 12.11.2012 (RBE No. 126/2012)

Attention is invited to Board letter under reference prescribing criteria for Physical Efficiency Test (PET) for recruitment of staff for all categories in Level - 1 of 7th CPC Pay Matrix (earlier Grade Pay 1800/-) on Indian Railways.

2. The matter has further been reviewed, keeping in view the requirement of the job and it has been decided by Ministry of Railways (Railway Board) to amend the existing criteria for recruitment from open market in all categories in Level-1 , as per norms prescribed below:

Male Candidates

(i) Should be able to lift and carry 35 kg of weight for a distance of 100 metres in 2 minutes in one chance without putting the weight the weight down;

(ii) Should be able to run for a distance of 1000 metres in 4 minute and 15 seconds 5 minutes and 40 second

Female Candidates

(i) Should be able to lift and carry 35 kg of weight for a distance of 100 metres in 2 minutes in one chance without putting the weight the weight down;

(ii) Should be able to run for a distance of 1000 metres in 5 minutes and 40 second

3. The above norms will be applicable in all future recruitment from open market in Level-1. Notification, If any, issued may please be amended,Suitably by issuing a corrigendum.

Sub: Recommendations of the High Power Committee to review the duty hours of running staff - Decisions thereof on Breach of Rest Allowance.

The High Power Committee, constituted to review the duty hours of running staff and other safety related categories made its recommendations on various aspects related to working hours of these categories. The recommendations have been duly considered by the Board and the following decisions relating to Beach of Rest Allowance have been made:

(i) The provisions contained in Rule 10 regarding Breach of Rest Allowance in the "The Rules for the Payments of Running and other Allowances to the Running Staff on Railways, 1981" are reiterated. Breach of rest whether at Headquarters or at outstation should be permitted only in emergent situations like accidents, natural calamities and national emergencies subject to operational exigencies.

(ii) There should be no Breach of Rest Allowance for breach of rest at Outstaions. It will, however, continue to be admissible for breach of rest at Headquarters.

(iii) There should be no Breach of Rest Allowance for breach in periodical rest. However, if need does arise for curtailment of periodical rest, it should be permitted only if the running staff has availed a complete night in bed during the periodical rest.

(iv) The present rates for payment of Breach of Rest Allowance will continue.

(v) Cases of breach of rest should be regularly monitored at a sufficiently high level in divisional offices and zonal offices.

2. This issues with the conncurrence of the Finance Directorate of the Ministry of Railways.
