Monthly Payroll Data released for the first time

Numbers indicate the efforts made by the Government on job creation and formalization of the economy.

The Employees' Provident Fund Organisation (EPFO), Employees' State Insurance Corporation (ESIC) and the Pension fund Regulatory and Development Authority (PFRDA) have released payroll data.

India has, for the first time, introduced monthly payroll reporting for the formal sector to facilitate analysis of new and continuing employment.

The payroll data, categorized age-wise, for the months September, 2017 to February, 2018 has been released on 25th April, 2018.

The numbers from these three organisations are an eye opener and put an end to all speculations and conjectures regarding job creation in the economy. They also strengthen the efforts made by the Government on job creation and formalization of the economy.

There are other organisations also, such as ICAI, Bar Council, Medical Council and other professional bodies which could have such monthly data for payroll reporting for their professionals.

Data released by EPFO shows that during September, 2017 to February, 2018, 31.10 lakh new additions across all age groups were made in the payroll. Given that the data for recent months is provisional due to continuous updation of employee records, this could be called a conservative estimate. The actual figures may well be more than this.

From the PFRDA, the New Pension Scheme (NPS) data indicates generation of 4.2 lakh new payroll during the given period, that too only from Tier-I account. NPS currently manages the corpus of around 50 lakh employees in State and Central government. For this study the Central and State autonomous bodies have been shown under Central and State governments respectively, while non-government refers to the corporate sector employees.

From the above two organisations itself, 35.3 lakh new payrolls were generated during this six month period.

In addition, the ESIC data also mirrors the payroll growth shown in the other two sets of data from EPFO and PFRDA. Since ESIC data is not Aadhar seeded there is further scope of some modifications.

The payroll data from these three organisations would now be released every month. Given that till now there was no such system in place, this data would provide a more firm basis for various analysis and studies of the economy, job creation, as also aid in policy making. We may as well as bid goodbye to the days of analyses based on random sample surveys. Hopefully this would also end the debate regarding and criticisms about jobless growth in the economy.

A more constructive phase of focusing on deriving the most out of this data for furthering development should now begin.

Subject: Payment of Dearness Allowance to Gramin Dak Sevaks (GDS) effective 01.01.2018 onwards - reg.

Consequent upon grant of another instalment of Dearness Allowance with effect from 1st January, 2018 to the Central Government Employees vide Government of India, Ministry of Finance, Department of Expenditure’s O.M. No. 1/1/2018-E-II(B) dated 15.03.2018, duly endorsed vide this Department’s letters No. 8-1/2016-PAP dated 19.03.2018 and Ministry of Finance, Department of Expenditure OM No.1/3/2008-E.II(B) dated 28.03.2018, the Gramin Dak Sevaks (GDS) have also become entitled to the payment of Dearness Allowances on basic TRCA at the same rates as applicable to Central Government Employees with effect from 01.01.2018. It has, therefore, been decided that the Dearness Allowance payable to the Gramin Dak Sevaks shall be enhanced from the existing rate of 139% to 142% on the basic Time Related Continuity Allowance, with effect from the 1st January, 2018.

2. The Dearness Allowance payable under this order shall be paid in cash to all Gramin Dak Sevaks.

3. The expenditure on this account shall be debited to the Head "Salaries" under the relevant head of account and should be met from the sanctioned grant.

4. This issues with the concurrence of Integrated Finance Wing vide their Diary No 05/FA/2018/CS dated 24/04/2018.

Pursuant to the recommendations of the Seventh Central Pay Commission, the rates of OTA have been revised w.e.f. 01-7-2017 vide Board's letter of even number dated 28-11-2017 (RBE No.175/2017). The issue of revising the date of effect of OTA w.e.f. 01-01-2016 had been under consideration and it has been decided that the basic pay and DA element for the purpose of OTA may be antedated to 01-01-2016 and other elements constituting emoluments for the purpose of OTA viz. HRA and Transport allowance etc. shall be taken into account at revised rates w.e.f. 01-7-2017 as per the 7th CPC recommendations.

2. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

STRIKE DECLARATION NATIONAL CONVENTION OF CENTRAL GOVERNMENT EMPLOYEES

Dear Comrades,
Attack on the working class and peasants as a whole and Central Government Employees in particular are mounting day by day. The entire working class and peasantry are on struggle path. The farmers long march in Maharashtra is the latest mass struggle. None of the 7th CPC related demands of Central Government Employees are settled. The assurance given by the Group of Ministers to the NJCA leaders regarding increase in Minimum Pay and Fitment formula is in paper even after a lapse of 20 months. Now the Finance Minister has replied in Parliament that "no change in Minimum Pay and Fitment formula is at present under consideration". Employees who joined service after 01.01.2004 are retiring with a megre pension of 1000 to 2000 rupees only under the NPS Scheme. In effect, New Pension System has become No Pension System. Six lakhs posts are lying vacant for the last many years and now Govt. has issued orders to abolish all posts lying vacant for more than five years. HRA arrears, MACP Bench mark, Option-I for pensioners - Govt. is not ready to reconsider their stand. Three lakhs Gramin Dak Sevaks of the Postal department are waiting for two years for their legitimate wage revision. Exploitation of Casual and contract workers continue and equal pay for equal work is denied to them. Large scale outsourcing and privatization has become the order of the day. Privatisation of Railways and outsourcing of the work done by Defence employees are in full swing. 12 out of 17 Govt. of India Printing Presses are ordered to be closed. Same is the fate with other departmental printing presses including Railway printing presses. Autonomous body employees and pensioners are denied their rightful wage revision and pension revision due to the stringent conditions imposed by the Finance Ministry. Compassionate appointments have become a mirage.
Trade Union rights are denied. Orders banning dharna and demonstrations are issued. The draconian FR 56 (j) and Pension Rules 48 are misused as a short-cut to punish and victimize employees. JCM forums have become mere talking shops without any positive results. Recognition under CCS (RSA) Rules are delayed and Departmental Councils have become dead in many departments. Govt. sponsored unions are given undue patronage. Recognition of fighting organisations are withdrawn on flimsy grounds and trade union facilities are denied to the Chief Executives of recognised Associations.

It is in this background the National Secretariat of Confederation of Central Government employees & Workers has decided to fight back these retrograde policies by mobilizing the entire Central Government employees by unleashing intensive campaign throughout the country culminating in strike. To declare the compaign programme and the strike, a "National Convention of Central Government Employees" will be held at Hyderabad on 10th June 2018 Sunday from 10 AM to 5 PM.

Eminent trade Union leaders will attend the Convention. Venue of the National Convention is Sundaraiyya Vigmana Kendra, Bagalingampally, Hyderabad. About 1000 delegates from all states will attend the Convention.

The following quota is fixed for affiliates and COCs outside Andhra and Telangana. C-O-C Andhra & Telangana shall mobilise 500 delegate.

CHARTER OF DEMANDS

1. Settle 7th CPC related issues including increase in Minimum Pay and Fitment Formula, HRA arrears, MACP Bench Mark, Option-I for pensioners etc.
2. Withdraw contributory Pension Scheme (NPS). Ensure defined pension under CCS (Pension) Rules 1972 to all employees appointed on or after 01.01.2004.
3. Fill up all vacant posts. Withdraw the orders to abolish all vacant posts lying vacant for five eyars. Create justified posts for excess work. Evolve proper mechanism for Regional recruitment. Stop engagement of retired persons.
4.
(a) Regularise Gramin Dak Sevaks and grant Civil Servant status. Implement positive recommendations of Kamalesh Chandra Committee report.
(b) Regularise all casual and contract workers. Evolve a new scheme for regularization of Casual and Contract Workers.
5.   Ensure equal pay for equal work as per Supreme Court judgment and grant parity in wages and pay scales.
6.   Stop closure of Govt. establishments. Withdraw closure orders of Govt. of India Presses. Stop outsourcing and privatization of Government functions.
7.   Avoid abnormal delay in extending benefits of 7th CPC to Autonomous body employees and pensioners.
8.   Remove 5% condition imposed on compassionate appointments. Grant appointment in all deserving cases.
9.   Grant five time-bound promotions to all employees on completion of 8, 7, 6, 5 & 4 years of service.
10.
(a) stop attack on Trade Union rights. Avoid delay in conducting verification of Membership under CCS (RSA) Rules 1993. Declare results and grant recognition in a time-bound manner. Ensure prompt functioning of various negotiating forums under JCM scheme at all levels.
(b) Withdraw the draconian FR 56(j) and Rule 48 of CCS (Pension) Rules 1972 which is misused as a short-cut to punish and victimize employees.

Subject: Common mistakes by PAOs in processing of Revision of Pension under 7th CPC .

7th CPC Pension Revision cases are to be settled in a time bound manner. This office is receiving more than 3000 pension revision cases on daily basis. However, it has been observed that about 5 to 10 percent cases are returned by this office to PAOS due to Various discrepancies. The reasons to return are indicated by this office in each case. To facilitate the PAOs, a list of common mistakes made by PAOs has been prepared and enclosed herewith at Annexure-A.

In view of above all the PAOs are requested to ensure that 7th CPC revision cases are sent correctly to CPAO to speed up the processing of the same in a time bound manner.

Subject: Grant of financial upgradation under ACP/MACP Scheme and Non Functional Grade to Pharmacists.

The issue of grant of ACP/MACP to Pharmacists on acceptance of Fast Track Committee Report, the Government of India, vide Min of Fin, Deptt of Expenditure F. No. 1/1/2008-IC dated 18.11.2009 was referred to our HQrs office for clarifications on the following points.

(i) Whether the pharmacists (GP Rs2800/-) who have already been granted higher scale/GP (GP 4200/-) by virtue of ACP or otherwise prior to effective date of OM dated 18.11.2009 are again to be allowed Non Functional Upgradation (GP 4200/-) under the above provisions.

(ii) Further, doubt has been raised regarding mode of fixation of pay while on granting ACP after NFU, as in the case of Pharmacists, the scale/GP granted on account of NFU and the standard/common pay scales applicable for ACP in terms of Annexure-II are same and identical i.e. GP of Rs.4200/- in the PB-2.

In this regard a copy of CGDA No-AT/Il/2458-XXIII, dated 01/03/2018 received in this office clarifying the above points is forwarded herewith for information and necessary guidelines.

Reference: Your office letter No Pay/Tech-I/01 (6th CPC) Pharmacist dated 12- 01-2017, 20-02-2017 and 14-09-2017.

The issue of grant of ACP/MACP to Pharmacists referred to HQrs Office vide your office letter dated 12-01-2017 has been examined in consultation with other PCsDA/CSDA. As regard to the first point of doubt referred by your office, it is viewed that grant of NFU (in the grade pay of Rs 4200/-) to the pharmacists who have already been granted GP of Rs 4200/- by virtue of ACP or otherwise as on 01-
01-2006 does not appear to be in tune with or supported by the orders regulating the grant of NFU.

2. Further, regarding second doubt raised by your office it is stated that the clarification given at S] No 2 of DOPT OM No 35() 34/1/97-Estt (D) (Vol-IV) dated 10-02-2000 clearly stipulates that in cases where pay scale given as selection grade/in-situ promotion is not a part of hierarchy, the pay scale granted by virtue of selection grade/in-situ promotion may be treated to have withdrawn on grant of ACP. In View of the provisions ibid it is viewed that the pay scale/ grade pay of Rs 4200/- granted by virtue of NFU in the cases of pharmacists which is not a part of hierarchy may be treated to have withdrawn on grant of ACP.

This has the approval of Addl CGDA (PP&W).

Ref: (i) General Secretary/NFIR's letter No. I1/35/Part XIV dated 29/01/2018 addressed to the Hon'ble Prime Minister of India.
(ii) PMO ID No. PMOPG/D/2018/0044515 dated 02/02/2018 addressed to the Secretary, DoP&T and copy to the Federation.

The Federation desires to invite kind attention of the DoP&T to the reference made by the General Secretary, NFIR vide letter No. II/35/Part XIV dated 29/01/2018 (addressed to the Hon'ble Prime Minister) on the subject matter, the same has however, been forwarded by the PMO vide ID No. PMOPG/D/2018/0044515 dated 02/02/2018 for taking further action and conveying the outcome to the Federation.

In this connection, Federation once again brings to the notice of the DoP&T that injustice is being meted out to the former Defence Forces Personnel (PBORs), reemployed in Railways and other Central services on account of the fact that the pay drawn by them at the time of retirement from Defence Forces (prior to attaining 55 years age) has not been protected on their re-employment, while those retired Defence Forces Personnel on re-employment in the Public Sector Undertakings (PSUs) of Central/State Governments have been granted the benefit of pay fixation on the last pay drawn at the time of retirement from Armed Forces. The discrimination has resulted disappointment and frustration among the reemployed retired Armed Forces Personnel in Railways and Central Civil Services.

This subject was dealt by the National Federation of Indian Railwaymen (NFIR), at the level of Railway Ministry in the negotiating fora of PNM, demanding pay re-fixation in favour of re-employed Defence Forces Personnel on the basis of last pay drawn more particularly those who have been re-employed on and after 01/01/2006. On a reference made by Railway Ministry vide O.M. No. E(G)2013/EM 1-5 dated 07/12/2016, the DoP&T had however not agreed for reckoning last pay drawn for pay re-fixation on re-employment in railways. The Federation encloses a copy of Railway Ministry OM dated 07/12/2016 to the DoP&T and reply thereon received from DoP&T vide OM dated 21/02/2017.

Federation also states that DoP&T vide OM dated 18th Oct 2017 called for suggestions for finding single methodology for pay re-fixation of all the ex-servicemen including PBORs, commissioned officers, ex-competent clerks/storemen, NFIR vide letter of even no. dated 21/12/2017 has submitted valid suggestions to the Secretary, Ministry of Defence, Dept of Ex-Servicemen, Welfare, South Block, New Delhi, as follows:-
(a) Considering the crucial role of Defence Forces Personnel in safeguarding the Nation’s borders, they be given pay fixation on the basis of their last pay drawn on re-employment in the Railways and other Central Government Departments.

(b) Their pension needs to be totally ignored as the pension is the social security net provided in recognition to their loyal services to the nation.

(c) The PBORs are not the Personnel of high rankings with higher wages, therefore their case needs to be considered with sympathy and their last pay drawn at the time of retirement from armed forces, to be treated as entry pay on re-employment in Railways and Central Government Departments.

(d) Alternatively, the number of years service rendered by the PBORs in Armed Forces be taken into account for granting pay fixation duly adding the quantum of equal number of increments to the minimum pay of the re-employed post. This may be made applicable to all PBORs who have joined Central Government Departments after 01/01/2006.

(e) In those cases of PBORs retired before attaining the age of 55 years and got re-employment in Government services, their initial pay on re-employment may be fixed at the minimum of the scale of pay prescribed for the post and after fixing the pay, in case the initial pay so fixed, is found to be less than the last pay drawn in the Armed Forces, all such cases may be treated as "cases of undue hardship" and in those cases, their pay may be re-fixed at higher stage duly granting one increment for each year of service rendered in the Armed Forces in order to bring their initial pay at par with the pre-retirement pay, while their pension already drawn be continued un-altered.
NFIR, therefore, requests to kindly see that the above legitimate request of former Defence Forces Personnel is agreed to and orders issued soon. Federation also requests to kindly communicate the action taken in the matter early.

GUIDELINES FOR SUBMISSION OF CHILDREN EDUCATION ALLOWANCE CLAIM

1. CEA rate from Apr 17 to Jun 17 is Rs 1500/- PM (required to submit School fees receipt and bills).

2. CEA rate from Jul 17 to Mar 18 is Rs 2250/- PM (Fixed amount no need to submit receipts / bills).

3. For Hostel Subsidy the rate is Rs 6750/- PM w.e.f. 01 Jul 17.

4. CEA for Specially Abled Children is Rs 4500/- PM w.e.f. 01 Jul 17.

5. For claiming CEA submit a certificate issued by Head of Institution / School.

6. For Hostel Subsidy similar certificate required with additional information about expenditure towards boarding and lodging in the residential complex.

Sub: Maximum age limit in case of appointment by deputation/deputation (including short term  contract).

The undersigned is directed to refer to this Department's 0M No.AB-14017/48/92-Estt (RR) dated 17th November, 1992 on the subject mentioned above. The Recruitment Rules in respect of a number of posts provide for appointment by the method or deputation/deputation (including short term contract). As per existing instructions, the maximum age limit for appointment on deputation/deputation (including short term contract) is 'not exceeding fifty six years' on the closing date of receipt application. In recent past, this Department has received several requests for revision the maximum age limit for appointment on deputation\deputation (including short term contract) basis.

2. The matter has, therefore, been examined in consultation with the Union Public Service Commission. Keeping in view the fact that gaining experience in analogous posts at SAG and above levels take time, the limited number officers available at these levels and to tap the talent/service of officers who have rich domain experience, it has been decided that the following age limit Shall be prescribed for appointment on deputation/deputation (including short term contract) basis:-
(i) For posts in the SAG level and above (i.e.14 Level-14 of the Pay Matrix and above):-
'Not exceeding fifty eight years' on the closing date of receipt of application.
(ii) For posts below the SAG level (below level-14 of the Pay Matrix):-
'Not exceeding fifty six years' on the closing date of receipt of application.
3. Administrative Ministries are requested to take necessary action for amendment of Recruitment Rules/Service Rules to incorporate the revised age limit for deputation/deputation (Including short term contract) for posts of the level of SAG and above.

Sub: Updation of Reservation/cancellation Requisition form.

Instructions were issued to Zonal Railways vide this office letter No. TC-II/2910/98/Child Fare dated 02.12.2015 (Commercial Circular no. 71 of 2015) regarding ‘Revision in the Rule 211 of IRCA Coaching Tariff No. 26 Part-I (Vol-I); Fare for Children’ wherein it was advised that in case of children of age 5 years and under 12 years of age for whom full berth/seat (in Reserved Class) is sought at the time of reservation, full adult fare for such child shall be charged. However, if berth/seat is not sought for the children of age 5 years and under 12 years of age at the time of reservation, then half of adult fare shall continue to be charged subject to minimum distance for charge.

2. In view of above, it has been decided to modify the reservation/cancellation/requisition form to include a column where passenger can mark their option for requirement of full berth/seat for child. A copy of revised reservation/cancellation/requisition form is enclosed. Necessary action may be taken accordingly under intimation to all concerned.

The Government of Tamil Nadu, Finace Department issued orders to enhanced rate of Dearness Allowance payable to its employees from the existing rate of 5% to 7% with effect from 1st January 2018.

The arrears of Dearness Allowance for the months of January, February and March 2018 shall be drawn and disbursed immediately by existing cashless mode of Electronic Clearance System (ECS).

Pensioners and Family Pensioners: Dearness Relief enhanced from 5% to 7% applicable with effect from 1.1.2018 to all Pensioners and Family Pensioners.

Rate of Dearness Allowance applicable with effect from 1-1-2018 in respect of employees continuing to draw their pay in the Pre-2006 pay scales and Pre-2016 pay scale/Grade Pay.

  The Union Cabinet chaired by Prime Minister Shri Narendra Modi has given its approval for revision of pay and allowances of Lieutenant Governors of Union Territories. It will bring the pay and allowances of LGs at par with that of the Secretary to the Government of India.

Details:
The Cabinet has approved the proposal for increasing the pay and allowances of Lieutenant Governors of Union Territories with effect from 1st January, 2016 from Rs.80,000/- per month plus dearness allowance, sumptuary allowance at the rate of Rs.4,000/- per month and local allowances to Rs. 2,25,000/- plus dearness allowance, sumptuary allowance at the rate of Rs.4,000/- per month and local allowances at the same rate as applicable to the officers of the rank of Secretary to the Govt. of India It will be subject to the condition that the total emoluments (excluding sumptuary allowance and local allowances) shall not exceed the total emoluments drawn by the Governor of a State.

Background:
The pay and allowances of Lieutenant Governors of Union Territories remain at par with those of officers of the rank of Secretary to the Government of India. The pay and allowances of Lieutenant Governors of Union Territories was last revised with the approval of the Cabinet with effect from 1st January, 2006 from Rs. 26,000/- (fixed) per month to Rs.80,000/- (fixed) per month plus dearness allowance, sumptuary allowance at the rate of Rs.4,000/- per month and local allowances.

The pay of officers of the rank of Secretary to the Government of India has been revised from Rs. 80,000/- to Rs. 2,25,000/- per month with effect from 01.01.2016 as per CCS (Revised) Pay Rules, 2016.

Dear Comrades,
Sub: Brief of the meetings held between the Staff Side(JCM) and Official Side

Met yesterday, i.e. on 9th April, 2018, with the Secretary(DoP&T), Government of India, Dr. C. Chandramauli, who joined recently, and requested him for holding meetings of the Standing Committee of the NC/JCM and National Anomalies Committee at an earliest. He has promised for the same.

Today, i.e. on 10th April, 2018, met the Cabinet Secretary, Government of India, and handed him over a copy of the enclosed letter.

He said that, the issue of the NPS is under finalization and Secretary(Pension), Government of India, had very recently given presentation. He further said that, there would be some visible changes in the NPS.

On the issue of Minimum Wage and Fitment Formula he once again mentioned that it depends totally on the political call.

So far the issue of non-holding of meetings of the National Council(JCM) is concerned, he said that he would try to hold this meeting very shortly.

Sub: Scheme for Promotion of Adventure Sports & Similar Activities amongst Central Government Employees - Programmes to be organized by Atal Bihari Vajpayee Institute of Mountaineering & Allied Sports, Manali.

Please refer to the Department of Personnel & Training Office Memorandum of even number dated 04.12.2015 regarding Scheme for Promotion of Adventure Sports & Similar Activities amongst Central Government Employees( copy enclosed).

2. Atal Bihari Vajpayee Institute of Mountaineering & Allied Sports, Manali has offered the following programme for Central Government Employees eligible under the Scheme :

3. The interested and eligible Central Government Employees may submit his/her application directly to Atal Bihari Vajpayee Institute of Mountaineering & Allied Sports, Manali and a copy of the same may be endorsed to Secretary, CCSCSB, Room No. 361-B wing , Lok Nayak Bhawan,Khan Market, New Delhi. Advance payment for the programme has to be paid directly to the organiser and reimbursement as admissible will be made after successful completion of programme. On completion of said activity, applicant may submit expenditure details(fee receipt & Tickets in origina l) along with Aadhar Number and Bank Details linked with Aadhar (Name of Bank, Account Number, IFSC Code and Branch Code) for smooth reimbursement of claim.

SCHEME FOR PROMOTION OF ADVENTURE SPORTS & SIMILAR ACTIVITIES AMONGST CENTRAL GOVERNMENT EMPLOYEES

1. Background: The Department of Personnel and Training recognizes that welfare of employees is one of the prime tasks of personnel management and sports activities play an important role in improving their efficiency and morale. Participation by Central Government Employees in adventure sports and similar activities will give them a platform where they would learn lessons from nature and use the knowledge acquired for welfare of the society.

2. Vision: To foster spirit of risk-taking, cooperative team work, capacity of readiness, vital response to challenging situations, endurance and environmental awareness.

3. Mission: The Mission of the Scheme for promotion of adventure sports and similar activities is to encourage Central Government Employees working in the Ministries/Department of the Government of India to take pa,'! in these activities by giving financial assistance and other incentives. The Central Civil Services Cultural & Sports Board, a Society registered under the Society Registration Act, 1860, which is under the aegis and control of the Department of Personnel & Training will be the nodal agency for the Scheme.

4. Objectives:
(i) The Scheme would tackle the alarming situation of stress and impact of sedentary life on Government servants as highlighted in several studies conducted so far;
(ii) It would provide a creative outlet to Central Government Employees;
(iii) It would create and foster spirit of risk - taking, cooperative team work, capacity of readiness and vital response to challenging situations and of endurance;
(iv) Central Government Employees would be prepared for better Disaster Management; and
(v) Environmental awareness would be inculcated amongst the Central Government Employees.

5. Scope of the Scheme: The scope of the Scheme is limited to Central Government Employees working in the Ministries/Departments of Government of India. It will also be limited to the programme run by Institutes/Organizations approved by the Department of Personnel & Training.

6. Activities to be sponsored and Institutes: The Department of Personnel & Training will sponsor programmes of 5-7 days duration to be organized by the Institutes/Organizations listed at Annex-I. The programme wi ll have components of environmental awareness, disaster management, team spirit, capacity building, and Swachchh Bharat Campaign. The activities under the programme will be Trekking, Mountaineering, Rock-Climbing, Cycling in a difficult terrain, Skiing, Surfing, Boat Sailing, Snorkeling, Rafting, Para Sailing Ballooning, Para Gliding, Jung le Safari/Trekking, Desert Safari/Trekking, Beach Trekking and Environmental Awareness Camps etc. A Calendar of the programmes admissible under the Scheme will be circulated by the Department of Personnel & Training from time to time .

7. Financial Assistance and other incentives:
7.1 The Department of Personnel & Training will provide financial assistance to the eligible Central Government Employees for the programme of approved activities and conducted by the Institutes listed in Annex I.

7.2 Financial assistance will be in the form of reimbursement of Travel Expenses, programme fee and Hiring Charges of the equipments as per the terms and conditions specified in paragraph 7.3 and with a maximum ceiling of Rs.20,000/- (Rs. Twenty thousand only) per person per camp. The assistance will be limited to one activity in a block period of two year. Financial Assistance of 100% of programme fee would be provided in a calendar year to two officials of each Ministries/Departments who have been awarded by the Ministry/Department for excellence In service and nominated for the programme.

7.3 The following Heads are admissible for financial assistance under the Scheme:

i) To and fro travel expenses as per the entitlements under Leave Travel Concessions Rules with a maximum ceiling of Rs. 4,000/-;
ii) Re-imbursement of Programme fee :

(a) 90% for Group 'C' Central Government Employee;
(b) 80% for Group 'B' Central Government Employee; and
(c) 75% for Group 'A' Central Government Employee.

iii) Actual hiring charges if the necessary equipment are hired from any Government agency with adequate proof subject to maximum of Rs. 2000/-.

7.4 Special Casual Leave will be granted to eligible participants in accordance with Department of Personnel & Training Office Memorandum No. 6/1/1985-Estt.(Pay-I) dated 16th July, 1985 and No. 6/ l/85- Estt(Pay-I) dated 7th November, 1988.

8. Procedure for availing benefits of the Scheme:
8.1 The Central Government Employee will register himself with the Institute/Organization for the approved programme and make payment for it. He/she will simultaneously also submit his/her application to Central Civil Services Cultural & Sports Board duly forwarded by the Welfare Officer of their respective Ministry / Department.

8.2 The Ministry/Department will forward nominations of officials who have been awarded by the Ministry/Department for excellence In service and eligible for Financial Assistance of 100% of programme fee.

8.3 The Welfare Officer of the Ministry/Department in each case will certify that the recommended official is a Central Government employee working in the main Ministry/Department and medical ly fit for the adventure activities opted by him.

8.4 The financial assistance will be given on successful completion of the programme and submission of participation certificate to the Central Civil Services Cultural and Sports Board.

9. Flexibility to expand the scope :The Department of Personnel & Training will reserve the rights to modify the scheme, addition or deletion of activities, Institutes/Organization, change in pattern of financial assistance and other conditions of the Scheme without any prior notice .

Dear Sir,
Sub: Payment of arrears arising out of leave salary consequent to the implementation of the report of 7th CPC for the period from 01/01/2016 and onwards - denial of payment on Zonal Railways.

Federation invites kind attention of the Railway Board to the provisions contained in Para 924 read with Sub-Para (iv) of IREM Vol. I wherein it has been stipulated that when Running Staff are on leave (including Casual Leave), they shall be paid leave salary based on the Basic Pay plus 30% thereof and other Allowances including DA/ADA due on the Basic Pay plus 30% thereof. Reports continued to be received from many zones that the arrears arising out of leave salary as a result of implementation of 7th CPC with effect from 01/01/2016 are not being paid to the Running Staff more particularly the West Central Railway.

In this connection, Federation also invites kind attention of the Railway Board letter No. E(P&A)II-2016/FE.2/5 dated 16/10/2017 (RBE No. 148/2017) wherein instructions were issued for reckoning of 30% pay element for calculation of leave salary on 6th CPC pay, to the Running Staff during the period 0l/01/2016 to 31/08/2008 on raising the issue by NFIR through PNM agenda item No. 57/2016 at the level of Railway Board. Unfortunately, similar instructions have not been issued for payment of leave salary taking into account 30oh of pay element to the Running Staff consequent to implementation of the recommendations of 7th CPC w.e.f. 01/01/2016 with the result running staff are not being paid leave salary on Zonal Railways reckoning 30% pay element on 7th CPC Pay in the absence of Board's instructions.

NFIR, therefore, requests the Railway Board to consider the above facts and issue suitable instructions to the Zonal Railways for reckoning 30% pay element for payment of leave salary (7th CPC Pay) to the Running Staff w.e.f. 01/01/2016 and onwards. A copy of the instructions may be endorsed to the Federation.
