Subject: Cooking Allowance to Non- Statutory Departmental canteen employees functioning from Central Government Offices consequent upon the recommendations of the VIIth Central Pay Commission- regarding.

This undersigned is directed to refer to the subj ect mentioned above and to state that the Government's Decision, on the recommendations of the Seventh Central Pay Commission relating to Canteen Staff in "List of Allowances and Recommendations' in para 8.10.16 of Chapter 8.1 (S.No. 39), was notified vide Ministry of Finance Resolution No. 11- 1/2016-IC dated 06.07.2017. This decision has been considered in consultation with Department of Expenditure, Ministry of Finance and it has been decided to extend the benefit of 'Cooking Allowance'@ Rs1000/-p.m. as per cell R3H3 of the Risk and Hardship Matrix to Assistant Halwai-cum-Cook and Halwai-cum- Cook working in the Non-statutory departmental canteens functioning from Central Government Offices.


2. The Cooking Allowance will be admissible w.e.f. from date of issue of order on the subject.

Subject: Travel entitlements of Government employees for the purpose of LTC post Seventh Central Pay Commission - clarification reg.

The undersigned is directed to refer to this Department's O.M.of even no. dated 19.09.2017 on the subject noted above, which inter-alia provides that the travel entitlements of  Government servants for the purpose of LTC shall be the same as TA entitlements as notified vide Ministry of Finance's O.M. No. 19030/1/2017-E.lV dated 13.07.2017, except the air travel  entitlement for Level 6 to Level 8 of the Pay Matrix, which is allowed in respect of TA only and not for LTC.

2. It is observed that many Government employees in Level 6 to Level 8 of the Pay Matrix had inadvertently travelled by air on LTC during the intervening period from 13.07.2017  to 19.09.2017 (i.e. post issue of MoF's O.M. dated 13.07.2017 and before the issue of DoPT's  O.M. dated 19.09.2017) under the impression that they were entitled for air travel as per the  revised TA rules. This Department is in receipt of references from the Government employees  and various Ministries/Departments seeking relaxation in respect of such Government  employees in view of the hardships faced by them in settlement of their LTC claims.

3. The matter has been examined in this Department in consultation with Department of Expenditure. In relaxation to this Department's O.M. of even no. dated 19.09.2017, it has been decided to allow the claims of the Government employees in Level 6 to Level 8 of the Pay Matrix, who had travelled by air as per the revised TA rules while availing LTC during 13.07.2017 to 19.09.2017. This shall be subject to the fulfillment of other conditions of air travel on LTC such as booking of air tickets through the authorised modes, fare limit of LTC-80, etc.

Sub: Recommendations of the Seventh Central Pay Commission (7th CPC) - Implementation of decisions relating to the grant of Children Education Allowance (CEA) and Hostel Subsidy - Consolidated Instructions

Please refer to Board's letter of even number dated 12.10.2017 (RBE No.147/2017) followed by subsequent clarifications thereon regarding grant of CEA and Hostel Subsidy to Government employees on the recommendations of the Seventh Central Pay Commission.

Now, the Ministry of Personnel, Public Grievances and Pensions (Department of Personnel & Training), vide their OM No.A-27012/02/2017-Estt.(AL) dated 16/17.07.2018 (Copy enclosed) has issued consolidated instructions in supersession of all the earlier instructions on the subject of CEA and Hostel Subsidy to Government Servants. These instructions shall apply mutatis-mutandis to Railway Employees with effect from 1.7.2017.

These instructions on CEA and Hostel Subsidy are in supersession of all previous orders issued by the Ministry of Railways on the subject.

Subject: Recommendations of the Seventh Central Pay Commission - Implementation of decisions relating to the grant of Children Education Allowance (CEA) and Hostel Subsidy - Consolidated instructions.

Consequent upon the decisions taken by the Government to implement the recommendations made by the VII Central Pay Commission, this Department has issued an OM of even number dated 16-8-2017 revising the rates of CEA/Hostel Subsidy and simplifying the procedure for claiming reimbursement of the same. However this Department has been receiving various queries regarding CEA/Hostel Subsidy especially with regard to the applicability of various provision/instructions issued during sixth CPC regime/period. Further references have also been received regarding the difficulty being faced by some government employees in obtaining certificate of the Head of the
Institution as mentioned in this Department's OM of even number dated 16-8-2017.

2. Keeping in view the above, it has been decided to issue consolidated instructions in supersession of all earlier OMs on the subject of Children Education Allowance and Hostel subsidy as under:-
a) The reimbursement of Children Education Allowance/Hostel subsidy can be claimed only for the two eldest surviving children with the exception that in case the second child birth results in twins/multiple birth. In case of failure of sterilization operation, the CEA/Hostel Subsidy would be admissible in respect of children born out of the first instance of such failure beyond the usual two children norm.

b) The amount for reimbursement of Children Education allowance will be Rs.2250/- per month (fixed) per child. This amount of Rs.2250/- is fixed irrespective of the actual expenses incurred by the Govt. Servant. In order to claim reimbursement of CEA, the Govt. servant should produce a certificate issued by the Head of the Institution for the period/year for which claim has been preferred. The certificate should confirm that the child studied in the school during the previous academic year. In case such certificate can not be obtained, self- attested copy of the report card or self attested fee receipt(s){including e-receipt(s)} confirming/indicating that the fee deposited for the entire academic year can be produced as a supporting document to claim CEA. The period/year means academic year i.e. twelve months of complete academic session.

c) The amount of ceiling of hostel subsidy is Rs.6750/- pm. In order to claim reimbursement of Hostel Subsidy for an academic year, a similar certificate from the Head of Institution confirming that the child studied in the school will suffice, with additional requirement that the certificate should mention the amount of expenditure incurred by the Government servant towards lodging and boarding in the residential
complex. In case such certificate cannot be obtained, self attested copy of the report card and original fee receipt(s)/e-receipt(s) which should indicate the amount of expenditure incurred by the Government servant towards lodging and boarding in the residential complex can be produced for claiming Hostel Subsidy: The expenditure on boarding and lodging or the ceiling of Rs.6750/- as mentioned above, whichever is lower, shall be paid to the employee as Hostel Subsidy. The period/year will mean the same as explained above in clause (b) of this para.

d) The reimbursement of Children Education Allowance for Divyaang children of government employees shall be payable at double the normal rates of CEA prescribed above in clause (b) i.e. Rs.4500/- per month (fixed).

e) The above rates/ceiling would be automatically raised by 25% every time the Dearness Allowance on the revised pay structure goes up by 50%.

f) The Hostel Subsidy and Children Education Allowance can be claimed concurrently.

g) In case both the spouses are Government servants, only one of them can avail reimbursement under Children Education Allowance and Hostel Subsidy.

h) The reimbursement of CEA and Hostel Subsidy will be done just once in a financial year after completion of the financial year.

i) Hostel subsidy is applicable only in respect of the child studying in a residential educational institution located at least 50 kilometers from the residence of the Government servant.

j) The reimbursement of Children Education Allowance and Hostel Subsidy shall have no nexus with the performance of the child in his class. In other words, even if a child fails in a particular class, the reimbursement of Children Education Allowance/Hostel Subsidy shall not be stopped. However, if the child is admitted in the same class in another school, although the child has passed out of the same class in previous school or in the mid-session, CEA shall not be reimbursable.

k) If a Government servant dies while in service, the Children Education Allowance or hostel subsidy shall be admissible in respect of his/her children subject to observance of other conditions for its grant provided the wife/husband of the deceased is not employed in service of the Central Govt., State Government, Autonomous body, PSU, Semi Government Organization such as Municipality, Port Trust Authority or any other organization partly or fully funded by the Central Govt./State Governments. In such cases the CEA/Hostel Subsidy shall be payable to the children till such time the employee would have actually received the same, subject. to the condition that other terms and conditions are fulfilled. The payment shall be made by the office in which the Government servant was working prior to his death and will be regulated by the other conditions, laid down in this OM.

I) In case of retirement, discharge, dismissal or removal from service, CEA/Hostel Subsidy shall be admissible till the end of the academic year in which the Government servant ceases to be in service due to retirement, discharge, dismissal or removal from service in the course of an academic year. The payment shall be made by the office in which the government servant worked prior to these events and will be regulated by the other conditions laid down in this OM.

m) The upper age limit for Divyaang children has been set at 22 years. In the case of other children the age limit will be 20 years or till the time of passing 12th class whichever is earlier. There shall be no minimum age.

n) Reimbursement of CEA and Hostel Subsidy shall be applicable for children from class nursery to twelfth, including classes eleventh and twelfth held by Junior Colleges or schools affiliated to Universities or Boards of Education.

0) CEA is allowed in case of children studying through "Correspondence or Distance Learning" subject to other conditions laid down herein.

p) The CEA and Hostel Subsidy is admissible in respect of children studying from two classes before class one to 12th standard and also for the initial two years of a diploma/certificate course from Polytechnic/ITI/Engineering College, if the child pursues the course after passing 10th standard and the Government servant has not been granted CEA/ Hostel Subsidy in respect of the child for studies in I1th and 12th standards.

q) In respect of schools/institutions at nursery, primary and middle level not affiliated to any Board of education, the reimbursement under the Scheme may be allowed for the children studying in a recognized school/institution. Recognized school/institution in this regard means a Government school or any education institution whether in receipt of Govt. Aid or not, recognized by the Central or State Government or Union Territory Administration or by University or a recognized educational authority having jurisdiction over the area where the institution/school is situated.

r) In case of a Divyaang child studying in an institution i.e. aided or approved by the Central/State Govt. or UT Administration or whose fees are approved by any of these authorities, the Children Education Allowance paid by the Govt. servant shall be reimbursed irrespective of whether the institution is 'recognized' or not. In such cases the benefits will be admissible till the child attains the age of 22 years.

s) The CEA is payable for the children of all Central Government employees including citizens of Nepal[ and Bhutan, who are employees of Government of India, and whose children are studying in the native place. However, a certificate may be obtained from the concerned Indian Mission that the school ' is recognized by the educational authority having jurisdiction over the area where the institution is situated.

t) The Children Education Allowance or hostel subsidy shall be admissible to a Govt. servant while he/she is on duty or is under suspension or is on leave (including extra ordinary leave). Provided that during any period which is treated as 'dies non' the Govt. servant shall not be eligible for the CEA/Hostel subsidy for that period.
3. These above instructions would come into effect from 1st July, 2017.

Pursuant to the recommendations of the Seventh Central Pay Commission, the rates of OTA have been revised w.e.f. 01-7-2017 vide Board's letter of even number dated 28-11-2017 (RBE No.175/2017). The issue of revising the date of effect of OTA w.e.f. 01-01-2016 had been under consideration and it has been decided that the basic pay and DA element for the purpose of OTA may be antedated to 01-01-2016 and other elements constituting emoluments for the purpose of OTA viz. HRA and Transport allowance etc. shall be taken into account at revised rates w.e.f. 01-7-2017 as per the 7th CPC recommendations.

I am directed to say that as per the recommendation of 7th CPC, the Government vide DoE's OM No.19051/1/2017-E.IV dated 02-08-2017 has decided to provide Rs.5,000/- as dress allowance per year to the staff for the purchase of uniform. The circle office has to ensure that all employees should wear the new khakhi colour dress on duty as approved by this Department.

A report regarding progress of wearing of the new dress on duty since April,2017 onwards may kindly also be furnished immediately.

Sub: Seventh Central Pay Commission's recommendations - revision of pay scales - amendment of Service Rules/Recruitment Rules.

The undersigned is directed to refer to this Department's OM of even number dated 9th August, 2016 on the subject mentioned above wherein it was requested that as per the CCS (Revised Pay) Rules, 2016 issued by Department of Expenditure vide  Notification  dated 25th July, 2016, consequential amendment in the existing Service Rules/Recruitment Rules shall be made by the Ministries/Departments by substituting the existing Pay Band and Grade Pay by the new pay structure i.e. "LEVEL in the PAY MATRIX" straightaway without making a reference to the Department of Personnel and Training (DOP&T)/Union Public Service Commission (UPSC).

2. Subsequently, this Department has held meetings in October/November, 2016 with the administrative Ministries/Departments to review the progress in the  implementation of the OM. An important suggestion made in the meetings was with respect to facilitating the process of consultation with the Legislative Department for drafting notification for amendment of RRs in accordance with OM dated 9thAugust, 2016 and its Hindi translation so as to expedite the issue of notification. In this regard, this Department in consultation with Legislative Department prepared a model notification in English and Hindi for use of the Administrative Ministries/Departments. The same was issued for the use of Ministries/Departments vide this Department's OM dated 18.01.2017.

3. Further, DoP&T vide OM of even number dated 16.02.2017 sought information with regard to implementation of OM dated 09.08.2016. However, no significant inputs on the issue were received from the Ministries/Departments despite repeated requests.

4. In View of the above, a meeting under the Chairmanship of JS (E) with all Ministries/Departments was held on 04.01.2018. The Ministries/Departments were requested to furnish the details on the issue urgently so as to enable this Department to furnish a status report for information of PMO. The detail of the data received from various Ministries/Departments as on 24.01.2018 has been compiled and annexed. All Ministries/Departments are requested to scrutinize the data pertaining to them as per the annexure. In case some additions/corrections are required, the same may be communicated to this Division before 09.02.2018. In case no inputs are received, the data as indicated in the annexure shall be treated as final.

The undersigned is directed to refer to this Department's O.M.of even no. dated 19.09.2017 on the subject noted above, which inter-alia provides that the travel entitlements of Government servants for the purpose of LTC shall be the same as TA entitlements as notified vide Ministry of Finance’s O.M. dated 13.07.2017, except the air travel entitlement for Level 6 to Level 8 of the Pay Matrix, which is allowed in respect of TA only and not for LTC.

2. In this regard, this Department is in receipt of references from Government employees and various Departments seeking clarification as to whether travel by Business class for the purpose of LTC, shall be allowed to the Government employees as per their TA entitlements, or the earlier instructions regarding air travel by Economy class only as provided in Department of Expenditure's O.M. No. 19024/1/2009-E.IV dated 16.09.2010 shall continue to exist.

3. The matter has been examined in consultation with Department of Expenditure and it is hereby clarified that in line with DoPT's instructions dated 19.09.2017, the Government employees in the bracket of pay level 14 and above, shall be entitled for air travel in Business/Club class for the purpose of LTC. However, other conditions like rate ceiling of LTC-80 fare and booking of tickets through authorised modes, shall continue to exist.

Subject: Recommendations of the Seventh Central Pay Commission - Implementation of decision relating to the grant of Children Education Allowance.
The undersigned is directed to refer to this Department’s 0.M.No.12011/04/2008- Estt(AL) dated 11-9-2008 and O.M. No.A-27012/02/2017-Estt.(AL) dated 16/08/2017 on the subject mentioned above and to state that the reimbursement of Children Education Allowance for differently abled children of government employees shall be payable at double the normal rates prescribed. The annual ceiling fixed for reimbursement of Children Education Allowance for differently abled children of government employees is now Rs.54,000/-. The rest of the conditions will be the same as stipulated vide 0.M.No.12011/04/2008-Estt(AL) dated 11-9-2008,

Sub: Implementation of recommendations of Seventh Central Pay Commission as accepted by the Government- Health and Malaria Allowance.

Consequent upon the decisions taken by the government on the recommendations of the Seventh Central Pay Commission relating to revision of allowances, the President is pleased to revise the rates of Health and Malaria Allowance, granted to Health and Malaria Inspectors (Health Inspectors) in Indian Railways. The allowance will be paid as per cell R3H3 of the Risk and Hardship Matrix. The rate of this allowance will be Rs. 1000/- per month upto level 8 in Pay Matrix (VII CPC) and - 1200/per month for level 9 and above in Pay Matrix (VII CPC).

2. The rate of this allowance will further increase by 25 percent each time DA rises by 50 percent.

3. The revised rates of allowance shall be admissible with effect from 1st July, 2017.

4. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

Subject: Recommendations of the Seventh Central Pay Commission - Implementation of decision relating to the grant of children Education Allowance.

The undersigned is directed to refer to this Department's O.M.No.12011/04/2008-Estt(AL) dated 11-09-2008 and O.M.No.A-27012/02/2017-Estt.(AL) dated 16-08-2017 on the subject mentioned above and to state that the reimbursement of Children Education Allowance for differently abled Children of government employees shall be payable at double the normal rates prescribed. The annual ceiling fixed for reimbursement of Children Education Allowance for differently abled children of government employees is now Rs.54,000/- The rest of the conditions will be the same as stipulated vide O.M.No.12011/04/2008-Estt(AL)dated 11-09-2008.

2. These orders shall be effective from 1st July,2017.

Subject: Implementation of Government's decision on the recommendations of the Seventh Pay Commission - Revision of rate of Training Allowance.

Consequent upon the acceptance of the recommendations of the Seventh Central Pay Commission (CPC) by the Government conveyed vide Ministry of Finance, Department of Expenditure Resolution No. 11-112016-IC dated July 6, 2017, the President is pleased to decide that the Training Allowance In Training Academies and Institutes shall be regulated in the following manner:
(i) Training allowance
In the National/Central Training Academies and Institutes for Group 'A' officers24% of Basic Pay
In other Training Establishments12% of Basic Pay

(ii) Training Allowance will be admissible only to the employees who join the training establishments for a specified period oftime and are then likely to go back.

(iii) Training Allowance will not be admissible to those employees who are directly recruited by such training establishments for imparting training.
2. The revised rates of training allowance shall be admissible with effect from the 1st July, 2017.

3. In so far as the employees working in the Indian Audit and Accounts Department are concerned, these orders are issued with the concurrence of the Comptroller and Auditor General.

Sub : Fixation of the pay of the pre-revised pay scale of 1S scale granted to candidates appointed as trainees on compassionate grounds in the Seventh Central Pay Commission (7th CPC) - reg.

The undersigned is directed to invite attention to this Department's 0.M.No.14014/02/2012-Estt(D) dated 16.01.2013 containing consolidated instructions on the subject of compassionate appointments. With regard to appointment of candidates not immediately meeting the educational standards as trainees these instructions provide as under:

"In exceptional circumstances Government may consider recruiting persons not immediately meeting the minimum educational standards. Government may engage them as trainees who will be given the regular pay bands and grade pay only on acquiring the minimum qualification prescribed under the recruitment rules. The emoluments of these trainees, during the period of their training and before they are absorbed in the Government as employees, will be governed by the minimum of the - 1S pay band Rs.4440-7440 without any grade pay. In addition, they will be granted all applicable Allowance, like Dearness Allowances, House Rent Allowance and Transport Allowance at the admissible rates. The same shall be calculated on the minimum -IS pay band without any grade pay. The period spent in the -1S pay band by the future recruits will not be counted as service for any purpose as their regular service will start only after they are placed in the pay band PB-1 or Rs.5200-20200 along with grade pay of Rs.1800."

2. The 7th CPC has not provided any replacement scale for 1S pay, band of Rs.4440- 7440 without any grade pay which is granted to trainees appointed under the scheme for compassionate appointment. The matter was taken up with the Department of Expenditure and it has now been decided by the Government that Level-1 of the Pay Matrix introduced on implementation of the 7th CPC Report be the replacement for the pre-revised- 1S scale. The pay of those governed by the 1S scale may be revised by using the Fitment Factor of 2.57 for placement in Level-1 in conformity with the Rule, 7 of the CCS (RP) Rules, 2016. All pre - revised pay stages lower than pre-revised pay of Rs.7,000 in the pre-revised 1S scale shall not be considered for determining the benefit of bunching, on the same lines as has been clarified by this Department's 0.M dated 03.08.2017 on application of the benefit on account of bunching.

3. This will be effective from 01.01.2016.

Subject : Travel entitlements of Government employees for the purpose of LTC post Seventh Central Pay Commission-clarification reg.

The undersigned is directed to refer to this Department's O.M. No. 31011/4/2008-Estt.A-IV dated 23.09.2008, which inter-alia provides that travel entitlements for the purpose of official tour/transfer or LTC, will be the same but no daily allowance shall be admissible for travel on LTC. Further, the facility shall be admissible only in respect of journeys performed in vehicles operated by the Government or any Corporation in the public sector run by the Central or State Government or a local body.

2. Consequent upon the decisions taken by Government on the recommendations of Seventh CPC relating to Travelling Allowance entitlements of Central Government employees, TA Rules have undergone changes vide Ministry of Finance's O.M. No. 19030/1/2017-E.IV dated 13.07.2017.

3. In this regard, it is clarified that the travel entitlements of Government servants for the purpose of LTC shall be the same as TA entitlements as notified vide Ministry of Finance's O.M. dated 13.07.2017, except the air travel entitlement for Level 6 to Level 8 of the Pay Matrix, which is allowed in respect of TA only and not for LTC.

4. Further, the following conditions may also be noted:
i. No daily allowance shall be admissible for travel on LTC.

ii. Any incidental expenses and the expenditure incurred on local journeys shall not be admissible.

iii. Reimbursement for the purpose of LTC shall be admissible in respect of journeys performed in vehicles operated by the Government or any Corporation in the public sector run by the Central or State Government or a local body.

iv. In case of journey between the places not connected by any public/Government means of transport, the Government servant shall be allowed reimbursement as per his entitlement for journey on transfer for a maximum limit of 100 Kms covered by the private/personal transport based on a self-certification from the Government servant. Beyond this, the expenditure shall be borne by the Government servant.

v. Travel by Premium trains/Premium Tatkal trains/Suvidha trains is now allowed on LTC. Further, reimbursement of tatkal charges or premium tatkal charges shall also be admissible for the purpose of LTC.

vi. Flexi fare (dynamic fare) applicable in Rajdhani/Shatabdi/Duronto trains shall be admissible for the journey(s) performed by these trains on LTC. This dynamic fare component shall not be admissible in cases where a non-entitled Government servant travels by air and claims reimbursement for the entitled class of Rajdhani/Shatabdi/Duronto trains.
5. This O.M. will take effect from July 1, 2017.

Sub: Payment on account of discontinued allowances - Daily officiating Allowance.

Consequent upon the decision taken by the government on the recommendations of the seventh central Pay commission, the President is pleased to decide that disbursement of all existing allowances which have not been specifically recommended for continuation in terms of the Ministry of Finance's Resolution dated 6th July, 2017 shall be discontinued from 1st July, 2017. since, the Daily officiating Allowance has not been specifically recommended for continuation in the said Resolution dated 6th July, 2017, it ceases to exist with effect from 1st July 2017.

2.lt shall be the responsibility of the Heads of the Department to ensure that no bill relating to disbursement in respect of Daily officiating Allowance is drawn by the Head of office/Drawing & Disbursing officers under their purview/jurisdiction. Pay and Accounts officers shall ensure that no payment is effected if any such bill relating to the disbursement of the discontinued allowance is submitted to them. If any such bills are recieved, they should be returned to the DDO and intimation thereof shall also be given to the Head of the Department and the chief controller of Accounts.

3. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

Subject : Travelling Allowance Rules - Implementation of the Recommendations of the Seventh Central Pay Commission.

Consequent upon the issuance of this Department's O.M. of even number dated 13.07.2017 regarding implementation of recommendations of 7th CPC on Travelling Allowance (TA), various references are being received in this Department seeking clarifications regarding TA/Daily Allowance (DA) entitlements of Officers in Level 13A. Level 13A (pre-revised Grade Pay of Rs. 8900/-) has been included in the Pay Matrix vide Notification No. GSR 592(E) dated 15.06.2017.

2. The matter has been considered in this Department and with the approval of Competent Authority, it has been decided that TA/DA entitlements of Officers in Pay Level 13A (pre-revised Grade Pay of Rs. 8900/-) shall be equivalent to TA/DA entitlements of Officers in Pay Level 13 (pre-revised Grade Pay of Rs. 8700/-) as mentioned in this Department’s O.M. of even number dated 13.07.2017.

Subject: Implementation of recommendation of the Seventh Central Pay Commission on Dress Allowance - regarding.

The undersigned is directed to state that in pursuance of the decisions taken by the Government on the recommendations of Seventh Central Pay Commission, and in supersession of the existing orders relating to admissibility of Uniform Allowance/ Washing allowance/ Stitching Charges /Shoe allowance, etc to common categories of Group 'C' and erstwhile Group 'D' employees of various Ministries/Departments, including attached/ subordinate offices, who are supplied uniform and are required to wear them regularly, they shall be paid Dress Allowance at the rate of Rs. 5000/- per year.

2. The Uniform Allowance/Washing Allowance/Stitching Charges/Shoe Allowance, etc. have been subsumed in Dress Allowance.

3. The categories of Staff who were earlier being provided uniforms if any, shall henceforth not be provided with uniform.

4. Allowance related to maintenance and washing of uniform is subsumed under Dress Allowance, and will not be payable separately.

5. The amount of Dress Allowance shall be credited to the salary of employees directly once a year in the month of July.

6. The rate of Dress Allowance shall be, as mentioned in para-1 above, Rs.5oo0/- per year. The rate of Dress Allowance shall go up by 25% every time the Dearness Allowance rises by 50%.

7. This allowance covers only the basic uniform of the employees. Any special clothing will continue to be provided by the concerned Ministry as per existing norms.

8. This order shall take effect from 1st July, 2017.

Subject: Recommendations of the Seventh Central Pay Commission - implementation of decisions relating to Special Allowance for child care for women with disabilities.

Consequent upon the decision taken by the Government on the recommendations made by the Seventh Central Pay Commission for providing extra benefits to women employees with disabilities especially when they have young children and children with disability, the President is pleased to issue the following instructions:-
(i) Women with disabilities shall be paid Rs.3000/-per month as Special Allowance for Child care. The allowance shall be payable from the time of the child's birth till the child is two years old.
(ii) It shall be payable for a maximum of two eldest surviving children.
(iii) Disability means a person having a minimum Disability of 40% as elaborated in Ministry of Welfare's Notification No. 16- 18/97-NI.I dated 1.6.2001 and amended from time to time.
(iv) The above limit would be automatically raised by 25% every time the Dearness Allowance on the revised pay structure goes up by 50%.
2. These orders shall be effective from 1st July, 2017.

3. Insofar as persons serving in the Indian Audit and Accounts Department are concerned, these orders issue in consultation with the Comptroller and auditor
General of India.
